A Regular Meeting of the Standing Committee of Council on City Services and Budgets was held on Thursday, December 7, 2000, at 9:30 a.m., in Committee Room No. 1, Third Floor, City Hall.

ADOPTION OF MINUTES
The Minutes of the Standing Committee on City Services and Budgets meeting of September 28, 2000, were adopted.
RECOMMENDATION
1. 2000 'Other' Grant Requests File: 2201
The Committee had before it an Administrative
Report, dated November 15, 2000, in which the General Manager of Corporate Services and
Director of Finance recommended approval of grants to the Vancouver City Planning
Commission and Vancouver Symphony Society, and consideration of a grant to the Chinese
Benevolent Association of Vancouver.
Jennifer Beresford, Manager of Budgets, reviewed the
report, provided a rationale for the recommendations, and responded to questions.
A Council member requested that next year staff consider upgrading the amount granted to the Chinese Benevolent Association to help cover permit fees for the annual Chinese New Year parade, and to encourage other such events.
The following motion by Councillor Don Lee was put.
A. THAT a grant of $48,577 to the Vancouver City Planning Commission be approved; source of funds to be the 2000 OTHER Grants Budget.
B. That a grant of $100,000 to the Vancouver Symphony Society to offset the rent payable under the lease with Civic Theatres for the period of January 1, 2000 to December 31, 2000 be approved; source of funds to be the 2000 Cultural Grant - Theatre Rent Budget.
C. THAT a grant of $3,500 (1999 funding level) be approved to the Chinese Benevolent Association of Vancouver; source of funds to be 2000 OTHER Grants Budget.

The amendments having lost, Councillor Don Lee's motion was put and carried. The Committee, therefore,
RECOMMENDED

2. 2000 Partners in Organizational Development Grant Allocation File: 2151
The Committee had before it an Administrative Report, dated November 27, 2000, in which the Director of Social Planning recommended approval of the City's contribution to the Partners in Organizational Development (POD) program for community service agencies in Vancouver. The General Manager of Community Services submitted the request for Council's consideration.
Wendy Au, Community Project Manager was present to answer questions.
The following motion by Councillor Louis was put and carried. The Committee, therefore,
RECOMMENDED
THAT Council approve a Partners in Organizational Development grant of $17,500 to the United Way of the Lower Mainland for subsequent distribution to community services organizations in the amounts listed in Appendix A of the Administrative Report dated November 27, 2000, source of funds to be the 2000 Community Services Grants Budget.

3. 2000 Childcare Grants Allocation: Report 3 of 3 File: 2402
The Committee had before it an Administrative Report, dated November 30, 2000, in which the Director of Social Planning sought approval of a Research, Policy Development & Innovation grant, and a Program Development grant. The General Manager of Community Services recommended approval.
The following motion by Councillor Louis was put and carried. The Committee, therefore,
RECOMMENDED
A. THAT Council approve a $5,000 Program Development Grant to Eagles in the Sky Association for the Kidzone Out of School Childcare Program; source of funds: 2000 Childcare Grants Funds, 2000 Operating Budget;
B. THAT Council approve a grant of $18,687 to Kiwassa Neighbourhood House for the facilitation and evaluation of a quality improvement child care mentorship project; source of funds: 2000 Childcare Grants Funds, 2000 Operating Budget.
