A Regular Meeting of the Council of the City of Vancouver was held on Tuesday, December 5, 2000, at 2:00 p.m., in the Council Chamber, Third Floor, City Hall.

The Mayor advised of the recent passing of Len Traboulay, Mayor of the City of Port Coquitlam, and Doug Hepburn, 1953 World Heavyweight Weight Lifting Champion, who was awarded the Civic Merit Award on January 1954. Council offered their personal refections on the individual contributions of Mayor Traboulay and Mr. Hepburn. The Mayor then called for a moment of silence to commemorate the passing of both men.

With the aid of a power point presentation, she presented her observations on the Liverpool and Mersey region's drug management system. She filed a report with Council (on file in the City Clerk's Office) which described the nature and extent of drug use in the Mersey Region and the Region's drug policy for prevention, enforcement and treatment.

1. Annual Financial Authorities - 2001

A. THAT the Director of Finance be authorized for the period of January 1 to December 31, 2001, in accordance with Section 215 and 216 of the Vancouver Charter, to draw warrants for payment and to report same in writing to the City Clerk for the information of Council within 15 days after the end of each month in which the warrant is drawn.
B. THAT the Director of Finance be authorized to temporarily use, during the period January 1, to July 15, 2001 such capital funds as are available, for other expenditures of the City, pending collections of taxes, as provided by Section 259 (b) of the Vancouver Charter.
C. THAT the Director of Finance be authorized, for the year 2001, to invest the funds of the following accounts as same become available, and to vary the investments from time to time as may be expedient, in accordance with Section 201, 259 and 260 of the Charter.

THAT City Council approve a final extension of Building Permit No. BU406876 (and 19 related Building Permits) for 7400 Oak Street until June 26, 2001, subject to the site being maintained in a tidy condition, the submission and acceptance of revised plans complying with the new Vancouver Building By-law prior to the commencement of construction and compliance with all current requirements of the Homeowner Protection Office.

3. Proposed Closure of a Portion of the East Side of Victoria Drive,
South of Charles Street

THAT Council close, stop-up and convey to the abutting owners all that portion of the east side of Victoria Drive, south of Charles Street as shown hatched on the plan attached as Appendix "A" to the Administrative Report dated November 22, 2000, subject to the following conditions:
1. The conveyance to occur for a nominal sum of Ten Dollars ($10.00) by way of agreement of sale and purchase including a release by the abutting owner of the City on terms and conditions satisfactory to the Director of Legal Services;
2. The portion of Victoria Drive to be closed to be consolidated with the abutting Amended Lot 1 (see 69503I) except: Part Dedicated Road on Plan LMP 46999 of Lot 2, Blocks C and D of Block 136, District Lot 264A, Plans 715 and 1771; and
3. The abutting owner to be responsible for all plans, documents and Land Title Office fees required to complete the conveyance and consolidation.

THAT Council approve an Arts Partners in Organizational Development (Arts POD) grant of $15,000 to the Vancouver Arts Stabilization Team (VAST) for subsequent distribution to 9 cultural organizations in the amounts indicated in Table 1 of the Administrative Report, dated November 23, 2000, source of funds to be the Organizational Development component of the 2000 Cultural Grants budget.

THAT Council authorize the City to enter into a Memorandum of Understanding among British Columbia Building Corporation, the Vancouver Art Gallery and the City, to facilitate the coordinated planning of Robson Square as outlined in the Administrative Report, dated November 27. 2000, and that the Director of Legal Services execute the Memorandum of Understanding once it is satisfactory to her.

6. Diesel Exhaust Particulate - Health Effects Research Reports

A. THAT the GVRD Air Quality Department be requested to carry out diesel particulate matter monitoring programs, including determination of elemental carbon, along two major truck/bus traffic corridors, to better characterise actual exposures in neighbouring residential areas. Knight Street and Granville Street are suggested as major corridors to be studied with a control corridor which is not frequented by diesel truck traffic and is serviced by trolley bus service.
B. THAT the Ministry of Health and Vancouver/Richmond Health Board be requested to initiate a study of the relationship between acute respiratory illnesses and the vicinity to major truck and transit corridors.
C. THAT a copy of the Administrative Report, dated November 23, 2000, be forwarded to TransLink for consideration in future decisions around fleet and fuel choices, with a recommendation that public health and environmental impacts be factored into these decisions.
D. THAT TransLink be requested to continue to support its previous position of replacing trolley buses with trolley buses, and extending the trolley fleet wherever possible, given the clear public health and air quality benefits of a trolley alternative.
E. THAT the Medical Health Officer be asked to report back on any significant new findings in the area of health effects of diesel particulate matter as they become known.

7. Renewal of Musqueam Service Agreement

THAT Council approve the renewal of the Musqueam Service Agreement (which expires on December 31, 2000) on the same terms and conditions for a two-year term (January 1, 2001 - December 31, 2002) as an interim measure until such time as negotiation of a long-term service agreement can be achieved.
B. THAT Council authorize the Director of Legal Services to approve and execute the renewal agreement on behalf of the City.

ENQUIRIES AND OTHER MATTERS
1. Street Racing File: 3701
Councillor McCormick reported on a meeting she attended on November 30 on the issue of street racing. Also attending the meeting were Inspector Ken Davies, Vancouver Police Department, and representatives from ICBC, the Attorney-General's Department and MADD. Inspector Davies will be coordinating a Report Reference on this issue to Council for its meeting on January 9, 2001.
2. Symphony of Fire - Alternate Funding Options File: 4206
Councillor Kennedy advised the Vancouver Economic Development Commission has agreed to look into finding alternative sponsorship of the Symphony of Fire and will be reporting back to Council with more information.
3. Day of Recognition - AIDS as a Disability File: 4113
Councillor Bass noted the BC Coalition of People with Disabilities celebrated a day of recognition for AIDS as a disability this past week. The Coalition is starting a health literacy network with information on the illness, prevention, etc.
4. Restoration of Funding for Social Housing File: 4656

SECONDED by Cllr. Kennedy,
THAT Vancouver City Council call upon the Members of Parliament from Vancouver to urge the Federal Government to immediately restore Canada's contributions to the provinces for social housing.
