REPORT REFERENCE
1. Draft Discussion Paper: "Vancouver's Drug Strategy:
Prevention, Treatment, Harm Reduction, Enforcement" File: 4113
Judy Rogers, City Manager, introduced Donald MacPherson, City of Vancouver Drug Policy Coordinator, who, with the aid of a power-point presentation, gave a report reference outlining the main points in the draft Discussion Paper: "Vancouver's Drug Strategy: Prevention, Treatment, Harm Reduction, Enforcement".
Mr. MacPherson described the proposal to develop and implement a coordinated, comprehensive framework for action to address the problem of substance misuse in the city of Vancouver. The draft discussion paper includes four major goals and 31 actions to create the comprehensive framework to balance public order and public health based on the following four pillars: prevention, treatment, enforcement and harm reduction.
The draft report will be widely circulated and public forums and City-wide community dialogues will be held January and early February 2001 to solicit public in-put. A final revised report incorporating the public input will be submitted in Spring 2001.
PRESENTATION
Councillor Kennedy advised she will provide a report and power point presentation, on her tour in September 2000 of the City of Liverpool's Drug Treatment facilities at the next regularly scheduled Council meeting to be held Tuesday, December 5, 2000.
CITY MANAGER'S ADMINISTRATIVE REPORTS
1. Award of Tender No. PS00046 Reinforced Concrete Pipe and Manhole Covers
November 6, 2000 File: 1805/RTS: 1739

THAT Council accept the bid from Ocean Construction Supplies Limited for the supply and delivery of reinforced concrete pipe, manhole sections and tops, as, if, and when required, for a 36-month period from the date of award, at an annual estimated cost of $724,972 plus the 7% Goods and Services Tax (less any municipal rebate received) and the Provincial Sales Tax, where applicable, subject to a contract satisfactory to the Director of Legal Services.

THAT Council accept the bid from Ocean Construction Supplies Limited for the supply and delivery of reinforced concrete pipe, manhole sections and tops for a 12-month period to allow staff to report back on the possibility of using a concrete-flyash mixture for the material.

2. Broadway/Commercial Precinct Public Enhancement Plan
(Transportation Element)

THAT Council endorse the transportation elements of the Broadway/Commercial SkyTrain Station precinct plan as described in the Administrative Report, dated November 7, 2000, as a basis to confirm cost sharing arrangements with Rapid Transit Project 2000 Ltd. (RTPO) and TransLink, and to allow staff to proceed with detailed design and to implement the changes as part of construction of the Commercial Station in time for system start up.

3. Dedicated Fire Protection System - False Creek Crossing

A. THAT the City award the contract for the Dedicated Fire Protection System -False Creek Crossing to P. Baratta Construction Ltd. for a lump-sum price of $1,613,271 (including GST) and on such other terms and conditions as are satisfactory to the General Manager of Engineering Services and the Director of Legal Services.
B. THAT Council authorize the General Manager of Engineering Services and Director of Legal Services to execute and deliver such contract on behalf of the City.
C. THAT no legal rights or obligations will be created hereby unless and until a contract has been executed and delivered by the City, and then only as between the City and the party named in such contract.

CITY MANAGER'S POLICY REPORTS
1. Burrard Landing - Major Planning Issues
November 3, 2000 File: 8103/RTS: 1710
Also before Council was a Memorandum, dated November 20, 2000, from Brent MacGregor, Deputy City Manager, and Larry Beasley, Director of Current Planning, attaching a letter from Mr. G. Stamp, representing the owners of Burrard Landing. The Memorandum advised Mr. Stamp is requesting to be heard as a delegation if council wish to make a decision on the density transfer matter at this time. The Deputy City Manager and Director of Current Planning advised discussion on density transfer may be delayed and does not require a decision at this time. Therefore, they suggest deferring consideration of Recommendations C, E and F in the Policy Report until early next year.

A. THAT Council is prepared to consider the substitution of hotel and new live/work uses for commercial office use in Burrard Landing sub-area 1, within the overall maximum density now permitted, subject to submission of an office supply impacts study and support by Downtown business interest groups, for report back as part of the rezoning referral report.B. THAT Council is prepared to consider an increase in the maximum building height for Burrard Landing sub-area 1, up to 137 m ( 450 ft. ), subject to submission of a comprehensive view study and other urban design analysis , for report back as part of the rezoning referral report.
C. THAT Council is prepared to consider changes in the form of development for the portion of the adjusted sub-area 1 in Burrard Landing between Cordova and the extension of Canada Place Way, Burrard to Thurlow Streets, for report back as part of the rezoning referral report, based on the following objectives related to the lower level building massing:
· preserving northerly views from Portal Park consistent with currently approved guidelines;
· providing generous sidewalk widths and routings comprising both public and private property that allow for ample street trees planting space and spacious pedestrian passage; and
· maximising pedestrian interest and active uses along all public streets and approach routes to the waterfront.

B. Motions on Notice
1. Genetically Modified Foods - November 7, 2000 File: 4101
At the Council meeting of November 7, 2000, Councillor Bass submitted the following Notice of Motion which was recognized by Council:

WHEREAS consumers of any food product have the right to complete knowledge of ingredients in their food;
AND WHEREAS genetically modified or engineered foods have not yet been adequately assessed for their long term impacts on the environment and human health;
AND WHEREAS many bio-engineers and scientists are on record as stating this technology differs from traditional agricultural methods and might result in undesirable health and environmental risk factors including damaged soil ecology, harmful effects to wildlife and increased use of pesticides;
AND WHEREAS the European Community has agreed on terms to guarantee labelling of genetically modified foods;
THEREFORE BE IT RESOLVED THAT the City of Vancouver formally request Health Canada and the Canadian Food Inspection Agency to implement labelling of all food products that have been genetically modified;
AND BE IT FURTHER RESOLVED THAT all City Departments and Agencies seek vendors of BC grown organic and non-genetically modified foods as options when contracting for goods and services;
AND BE IT FURTHER RESOLVED THAT City Council urge the Vancouver School Board to offer BC-grown organic foods ad non-genetically modified foods in Vancouver Schools;
AND BE IT FURTHER RESOLVED THAT City Council urge the Vancouver Park Board to seek vendors of BC-grown organic and non-genetically modified foods as options when contracting for goods and services.

2. To Encourage Discussion of World Trade Organization's Effects on Governance

The following motion was submitted by Councillor Bass and recognized by Council:

WHEREAS the recent Union of BC Municipalities' Annual General Meeting passed a resolution that it urge the Federal Government to consult on the implications of the World Trade Organization with all Canadians, and especially local government jurisdictions, much more widely and comprehensively than it has in the past, and to do so much earlier in the process prior to contemplating any Canadian negotiating positions with respect to international trade agreements of all kinds;
THEREFORE BE IT RESOLVED THAT City Council advise citizens to raise issues concerning the implications of the World Trade Organization with candidates running in the current Federal election.

ENQUIRIES AND OTHER MATTERS
1. Road Racing File: 3701
Councillor McCormick advised she has been meeting with interested parties, including representatives from ICBC, Vancouver School Board, and the Vancouver Police Department, to develop a more proactive approach to discuss the issue in light of recent deaths due to road racing. She will keep Council apprised of any developments.
2. Urban Coyotes File: 3507
Councillor McCormick advised she has not received a response from the previous Minister of Environment regarding her concerns with the increasing problem with coyotes attacking pets. She requested the Mayor to write a letter to the current Minister of Environment asking for a protocol on how to respond to the coyote problems.
The Mayor so agreed. In addition, Councillor Kennedy agreed to ask the Environmental Department at the UBCM to look at the problem.
3. Federal Election Signs on Public Property File: 2851
Councillor Don Lee advised of the safety and traffic concerns caused by candidates placing election signs on public property and requested information on the City's policy for removal of signs.
The City Manager advised the City has a standard policy of billing candidates for the removal of their signs off public property which Engineering Services is enforcing during the current Federal election.
4. Unleashed Dogs in GVRD Parks File: 3507
Councillor Clarke advised of a number of incidents, particularly in Pacific Spirit Park, of dog walking companies using parks to let dogs run unleashed and charging at pedestrians and people riding horses. She requested the Mayor to send a letter to the GVRD requesting a review of its policy regarding unleashed dogs. She also requested that professional dog walking companies licensed by the City be advised of the request.
The Mayor so agreed.
5. Club Inferno File: 2614-1
Councillor Kennedy requested staff provide information on activities at the Inferno Club.
The City Manager agreed to provide the requested information.
6. Proposed Development - Cordova and Howe File: 2604
Councillor Price referred to the dangerous conditions created by the Granville Square parking garage. He requested information on the possibility of correcting this problem as a condition of the proposed development at the northeast corner of Howe and Cordova.
The City Manager agreed to provide the requested information.
