TO: Vancouver City Council FROM: Director of Facilities Development SUBJECT: Replacement of Firehall Number 13, 790 East 24th Avenue - Appointment of Architects THAT Roger Hughes and Partners Architects in association with David Nairne and Associates be appointed architects for the reconstruction of Firehall Number 13;
AND FURTHER THAT the architects fees be based on the Architectural Institute of British Columbia Tariff of Fees for fire stations (5.75 percent of construction budget) and architects consultants fees be based on the Association of Professional Engineers Guidelines for Engineering Services, as outlined in this report; source of funding to be the 2000 Basic Capital Budget for Firehall Replacement.

The General Manager of Vancouver Fire and Rescue Services RECOMMENDS approval of the foregoing.
COUNCIL POLICY
Consultant contracts over $30,000 require the approval of Council.
Contracts are to be awarded on the basis of best value for fee.
PURPOSE
The purpose of this report is to request Councils approval to award the contract for architectural services for the reconstruction of Firehall Number 13 to Roger Hughes and Associates Architects in association with David Nairne and Associates.
BACKGROUND
The 2000 - 2002 Capital Plan included $2.75 million for the reconstruction of Firehall Number 13, a two-bay, 87-year-old hall, located at 790 East 24th Avenue.
DISCUSSION
Proposals
From an open expression of interest call ten (10) proposals were received from architects for the design of replacement Firehall Number 13.
On the basis of submissions the following four firms were shortlisted and interviewed by a committee with representatives from Vancouver Fire and Rescue Services and Facilities Development:
Chernoff Thompson Architects Ltd. The Iredale Partnership Johnson / Davidson Architecture and Planning Roger Hughes and Partners Architects in association with David Nairne and Associates
Based on the interviews and proposal submissions the committee concluded that Roger Hughes and Partners Architects in association with David Nairne and Associates be selected.
The recommended architect was subsequently requested to submit a fee proposal for architectural and engineering basic services (structural, mechanical, electrical and landscaping). Other services such as rezoning, programming and cost estimating would be treated as additional services. On the basis of estimated construction cost of $1.6 million the following estimate of fees and disbursements were proposed:
Architectural (5.75 percent) $92,000
Consultants 77,000
Disbursements 15,000
Total $184,000
The contract fees will be based on the final approved construction budgets within the approved level of funding.
Other consultants (cost, surveying, building envelope, acoustic and testing) will be hired directly by the City.
Funding for these contracts is available in the Firehall Replacement Program capital accounts. All firms submitting proposals have been advised of the above recommendation.
