STANDING COMMITTEE OF COUNCIL
ON TRANSPORTATION AND TRAFFICSEPTEMBER 26, 2000
A Regular Meeting of the Standing Committee of Council on Transportation and Traffic was held on Tuesday, September 26, 2000, at 9:30 a.m., in Committee Room No. 1, Third Floor, City Hall.

ADOPTION OF MINUTES
The Minutes of the Standing Committee on Transportation and Traffic meeting of July 25, 2000, were adopted.
RECOMMENDATION
1. TransLink Update - Strategic Transportation Plan (STP) File: 5551
The Committee heard a verbal report from Ken Dobell, CEO, TransLink, on the key elements of the Strategic Transportation Plan (STP). Mr. Dobell, with the aid of handouts, on file, outlined the planned improvements, funding options and what the STP will do for Vancouver.
Mr. Dobell responded to questions from the Committee and the following issues were discussed:
· ridership-increase objectives
· need for federal government involvement
· commitments from the GVRD
· alternatives
· specific concerns in the Downtown Peninsula
· comparisons with transit from other cities and countries
The following motion by Mayor Owen was put and carried. The Committee, therefore,
RECOMMENDED
THAT the verbal report from TransLink CEO, updating the status of the Strategic Transportation Plan be received for information.

2. Car-Free Sundays, Stanley Park File: 3752
The Committee had before it a letter dated September 12, 2000, in which the General Manager of the Board of Parks and Recreation advised of motions approved by the Board on September 11, 2000. The letter reviewed the costs and feasibility of creating a car-free Stanley Park on Sunday mornings, this fall, by closing Georgia Street west of Denman Street when the Lions Gate Bridge is closed for construction.

Jim Lowden, Director of Stanley District, presented an overview of a Board of Parks and Recreation Report dated August 29, 2000 regarding a Stanley Park/Park Drive closure. Mr. Lowden responded to questions from the Committee regarding the viability of temporary or permanent park closures.
Roslyn Cassells spoke in support of closing Georgia Street west of Denman Street on Sunday mornings. The following is a summary of her comments.
· The shuttle presently operating in Stanley Park could be extended to provide free service on Sundays to offset inconveniences of Car-Free Sundays.
· Council should encourage adoption of environmentally positive solutions to reduce pollution and combat neighborhood traffic problems.
· Council should work together with TransLink and the Board of Parks and Recreation to provide transportation to Stanley Park.
Dave Rudberg, General Manager, Engineering Services, explained the roads located within Stanley Park are under jurisdiction of the Board of Parks and Recreation. The City of Vancouver does not get involved in the regulation and operation of the roadways in question.
The following motion by Mayor Owen was put and carried. The Committee, therefore,
RECOMMENDED
THAT the Letter dated September 12, 2000 and the Report dated August 29, 2000 from the Board of Parks and Recreation be received for information.
