GENERAL MANAGER'S COMMENTS
The General Manager of Corporate Services RECOMMENDS approval of A, B and C.
COUNCIL POLICY
The Vancouver Charter Section 190 (b) authorizes Council to dispose of City-owned property deemed to be surplus to the Citys needs.
PURPOSE
The purpose of this report is to seek Council approval to dedicate approximately 85 square metres of City-owned Lot 255 for lane purposes and sell the remainder by Tender (seeAppendix A - on file in City Clerks Office).
BACKGROUND
The City acquired the subject lot in the 1920's. In 1996 the Property Endowment Fund Board resolved that the Director of Real Estate Services put the property up for sale by tender. As the property is directly at the south western tip of the Fraserview Golf course, Park Board staff were asked if they had any interest in purchasing this property for consolidation with the golf course. They were not interested.
PRESENT SITUATION
The lot is held in the Property Endowment Fund and is zoned RS-1 (one family dwelling district). It is an irregularly shaped lot of approximately 1,179 square metres (12,700 sq. ft.) of which about 85 square metres (915 sq. ft.) need to be dedicated as lane to the satisfaction of the Approving Officer. The area to be dedicated contains two lamp standards, electrical conduit and pavement that encroach onto Lot 255. The remainder of this lot will be sold by tender.
Further the City Engineer has recommended a bulkhead agreement be required as a condition of sale due to the grade change between S.E. Marine Drive and Lot 255.
