Award of Tender No. PS00040- Supply and Delivery of Extra Strength Vitrified Clay Sewer Pipe and Fittings
RECOMMENDATION
That Council accept the bid from Gladding McBean, a division of Pacific Coast Building Products for the supply and delivery of extra strength vitrified clay sewer pipe and fittings at an estimated annual cost of $199,798 US funds plus the 7% GST (less any municipal rebate received) and the PST, subject to a contract satisfactory to the Director of Legal Services.
POLICY
The policy of Council is to award contracts for the purchase of equipment, supplies and services that will give the highest value based on quality, service and price.
Contracts with a value over $300,000 are referred to Council.
DISCUSSION
Tenders for the above were opened by the City Clerk on June 7, 2000 and referred to the General Manager of Engineering Services and the Manager of Materials Management for report.
The 7% GST (less any municipal rebate received) and the PST are in addition to all prices shown on this report.
Funds for all purchases are provided for in the Sewers Capital Budget.
The tender calls for the supply and delivery of 63 items of extra strength vitrified clay sewer pipe and fittings, as, if and when required for 3 year period from date of purchase order. Prices remain firm for minimum of one year. The tender is to awarded in its entirety to a single contractor.
Gladding McBean in Lincoln, California submitted the only tender. Nine invitations to tender were offered. Gladding McBean has been the supplier of this material for over 5 years. They are the nearest manufacturer to Vancouver. No Canadian manufactures exist for this product.
Prices have mostly remained the same, as quoted in December of 1998, with an overall increase of .37%.
We are therefore, recommending the acceptance of Gladding McBean, division of Pacific Coast Building Products for the supply and delivery of vitrified clay sewer pipe and fittings.
