(3) Improvements to be considered within commercial areas, including follow up on CityPlan Visioning. Currently, a plan is being prepared for Commercial Drive, Grandview Highway North to 12th Ave. (Also see project NP6(1)).

Intersection improvements, such as left turn bays may be required to improve safety at some intersections. These will be designed so as not to increase capacity and wherever possible will be accommodated within existing road width.

Full cost accounting considering impacts on whole route to ensure impacts on neighbourhoods are minimized and cost effective improvements are made when warranted.

(1) Trial low-noise pavement installed on Knight St. and a noise study has been conducted on 1st Ave. in consultation with the community.
(2) CityPlan Visioning and whole route analysis studies will need to be carried

Reclassify low volume secondary arterials as neighbourhood collectors (as shown on Map 5 in Transportation Plan).

(1) CityPlan visioning neighbourhoods have been advised of this project and that it is a future work item.
(2) On roads identified for reclassification, no measures will be undertaken to widen roads, remove parking or otherwise increase capacity or speed prior to a report back on reclassification.
(3) Downtown streets to be reviewed in 2000 as part of the Downtown Transportation Plan.

Completion of Vancouver Area Transit Plan.

(1) Request made to BC Transit. TransLink has also been requested to consider significant transit improvements, including new express and small bus services, and better frequency and reliability. In 2000, #99 B-Line peak period improvements, a new limited stop service on 41st Ave. and extended frequencies are planned for Vancouver. TransLink has also proposed an expanded and broader range of transit services in its new Strategic Transportation Plan
(2) Review of existing route network, allocation of service hours, types of transit, etc., to be conducted by TransLink with assistance of City staff in 2001/2002 (Area Transit Plan).

Pilot program for bus bulges and improved boarding and waiting areas.

(1) Pilot projects undertaken on 10th Avenue at Sasamat and Discovery. Additional locations to be constructed in 2000.
(2) Inventory of existing bus stop amenities completed.
(3) Improved waiting areas planned for bus stops at major locations, starting with priority areas in Downtown, Central Broadway, neighbourhood centres, and interchange points (especially with SkyTrain).

Request BC Transit to improve service to Downtown South, False Creek North, Fraser Lands and Airport, and to implement Downtown loop service.

Request made to BC Transit. Transit routes in the Downtown to be reviewed in 2000/2001 as part of Downtown Transportation Plan.

Participate in planning of Broadway LRT, including feasibility of extension to UBC and Downtown.

Provincial and TransLink approval.

(1) City has participated in planning the Broadway-Lougheed Skytrain line to VCC (to be completed by 2002). In April 2000, Council recommended to the Province and TransLink that Skytrain be extended west to Granville St. with a rapid bus connection to UBC. In May 2000, staff reported on planning for a north-south rapid transit line between downtown and Richmond.

Examine feasibility of extending False Creek trolley to Stanley Park.

Consultant recommendations for Downtown Streetcar extensions, including Phase 1 - Science World to Waterfront Station and Phase 2 - Science World to Roundhouse, where approved by Council in March 1999. Extension from Waterfront Station to Stanley Park is planned as a future phase.

Bus-only lanes provided on major transit streets.

Significant transit time savings.

(1) Proposal for a Georgia St. eastbound bus lane, connecting to the Stanley Park Causeway to be reported on in 2000.
(2) Transit Priority corridors technical study is in progress for completion in May 2001.
(3) Use of bus lanes for the downtown portion of the Vancouver-Richmond Rapid Bus service to be reviewed as part of the Downtown Transportation Plan. A bus only lane, northbound on Granville from Arthur Laing Bridge to 70th Ave. will be implemented as part of this project.

Request BC Transit to examine expansion of express bus routes.

Completion of Vancouver Area transit Plan.

(1) In July 1998, Council approved a new Rapid Bus service from Richmond to Downtown.
(2) A new limited stop service on 41st Avenue is proposed for 2000.
(3) Additional express bus routes requested from BC Transit/TransLink. City staff to assist with review as part of the Vancouver Area Transit Plan in 2002. Possible routes include Oak, Cambie, Main and Victoria streets.

Request BC Transit to pilot mini bus service in city neighbourhoods.

Completion of Vancouver Area transit Plan.

(1) City has requested TransLink to initiate Vancouver service (e.g. Vancouver Heights, West Point Gray).
(2) Bylaw changes are being considered that would allow a new private shared-ride van service.
(3) TransLink has requested expressions of interest for a private sector Station Car pilot program.
(4) Review in consultation as part of 2002 Vancouver Transit Area Plan.

Request BC Transit to review fare structure for trips within Downtown to increase transit ridership.

Request BC Transit to adopt U-Pass system for UBC and other major employers and institutions.

(1) UBC has included a U-pass proposal (U-TREK) in its Strategic Transportation Plan. Phase 1 (students) is scheduled for implementation in 2001.
(2) After review of UBC implementation, staff will examine opportunities for the City to promote U-pass for other locations and employers.

Rezone rail rights-of-way.

A legal review is currently underway. Consideration is being given to the Arbutus Corridor.

(1) A bike lane on Pender St. has been approved for construction in 2000 and lanes on Georgia St. and Pacific Blvd. are being considered; also, an educational brochure has been developed.
(2) Further proposals for Downtown bike lanes to be undertaken as part of Downtown Transportation Plan.

Review existing bikeways for possible improvement such as more appropriate positioning of signal push buttons, improved lighting, better pavement maintenance, etc.

(1) Street sweeping program for bikeways initiated.
(2) Bike sign upgrades such as new overhead signs, special street name signs and logos have been implemented and further improvements are planned in 2000.
(3) Pavement stencils painted for bike activated signals.

Provide painted bike lanes on selected arterials.

Paint bicycle logos on the pavement of existing bikeways at all major intersections and on every second block in between.

Request BC Transit to install bike racks on all city buses.

TransLink has started a program to provide bike racks on all diesel buses; racks will be added to the trolley buses as buses are replaced, starting in 2002.

Install bike racks on each block of commercial frontage and at major bus stops.

Report back on Street Furniture and Amenities Study.

(1) A cost-sharing program for installing bike racks along commercial streets is available.
(2) Application for federal infrastructure program funding in 1999 was not approved.
(3) Currently, bicycle racks and lockers are being considered for inclusion in a coordinated contract under the Street Furniture and Amenities Study.

Improve information about benefits of cycling, and review by-law standards.

(2) City participating in June bike week/month activities.
(3) City has been recognized as a leader in North America for bylaw standards.

Narrower street widths are considered on all local improvements for residential streets, and corner bulges are now standard for new curb construction projects.

Initiate traffic calming on selected collector streets with less than 10,000 vehicles a day. These would include low volume secondary arterials proposed for redesignation as collector streets.

On roads identified for reclassification, no measures will be undertaken to increase capacity or vehicle speed prior to a report back on reclassification.

Improve pedestrian spaces.

Include analysis of pedestrian environment in reports involving roadway and other changes.

(1) Street projects include review of pedestrian needs and implications of proposed measures. Projects will improve pedestrian spaces wherever practicable. Inclusion of curb bulges in residential local improvements has begun.
(2) Curb bulges will be installed in commercial areas where appropriate to facilitate pedestrian crossing safety.
(3) Recent initiatives around schools include establishment of a new program to install curb bulges for safe walking routes, and a trial installation of a raised crosswalk.
(4) Staff will be reporting back on the terms of reference for a proposed Pedestrian Safety Strategic Working Group.

Expand the City’s traffic calming program to include a greater range of measures.
