JUNE 22, 2000 A Regular Meeting of the Council of the City of Vancouver was held on Thursday, June 22, 2000, at 11:18 a.m., in Committee Room No. 1, Third Floor, City Hall, following the Standing Committee on City Services and Budgets meeting, to consider the recommendations of the Committee.
COMMITTEE OF THE WHOLE MOVED by Cllr. McCormick, THAT this Council resolve itself into Committee of the Whole, Mayor Owen in the chair. - CARRIED UNANIMOUSLY COMMITTEE REPORTS Report of Standing Committee on City Services
and Budgets Council considered the recommendations of the Committee, as contained in the following clauses of the attached report: Cl. 1: A.S.T.C. Science World - Annual Review and 2000 Operating Grant Request Cl. 2: Vancouver Maritime Museum - Annual Review and 2000 Operating Grant Request Cl. 3: Small Motorized Vehicles Clauses 1 and 2 MOVED by Cllr. Puil, THAT the recommendations of the Committee, as contained in Clauses 1 and 2 of this report, be approved. - CARRIED UNANIMOUSLY AND BY THE REQUIRED MAJORITY Clause 3 MOVED by Cllr. Puil, THAT the recommendations of the Committee, as contained in Clause 3 of this report, be approved. - CARRIED UNANIMOUSLY RISE FROM COMMITTEE OF THE WHOLE MOVED by Cllr. JUNE 22, 2000 A Regular Meeting of the Standing Committee of Council on City Services and Budgets was held on Thursday, June 22, 2000, at 9:30 a.m., in Committee Room No. 1, Third Floor, City Hall.
RECOMMENDATION 1. A.S.T.C. Science World File: 2201 Annual Review and 2000 Operating Grant Request The Committee had before it an Administrative Report dated June 2, 2000, in which the Directors of Office of Cultural Affairs and Finance provided a review of Science Worlds 1999 activities, and recommended approval of their 2000 Operating Grant request. The General Managers of Community and Corporate Services recommended approval. Bryan Tisdall, President and CEO, A.S.T.C. Science World Society, thanked the Committee members for their support over the years, briefly reviewed the Society's upcoming programs, and responded to questions on fundraising strategies. Sue Harvey, Cultural Planner was present to answer questions. Clause No. 1 (contd) The following motion by Mayor Owen was put and carried. The Committee, therefore, RECOMMENDED THAT an operating grant of $80,400 be approved to the A.S.T.C. Science World Society, to be disbursed in monthly installments, source of funds to be the 2000 Other Grants budget. - CARRIED UNANIMOUSLY 2. Vancouver Maritime Museum File: 2201/4002 The Committee had before it an Administrative Report dated June 2, 2000, in which the Directors of Office of Cultural Affairs and Finance provided a review of the Maritime Museums 1999 activities, and recommended approval of their 2000 Operating Grant request. The General Managers of Community and Corporate Services recommended approval. James Delgado, Executive Director, Vancouver Maritime Museum thanked the Committee members for their ongoing support, and introduced Robin Woodward, Chair, Council of Patrons. Mr. Delgado reviewed programs for 1999 and the upcoming year, and responded to questions. Sue Harvey, Cultural Planner was present to answer questions. The following motion by Councillor Don Lee was put and carried. The Committee, therefore, RECOMMENDED THAT an operating grant of $266,727 be approved to the Vancouver Maritime Museum; source of funds to be the 2000 "Other" Grants budget. - CARRIED UNANIMOUSLY 3. Small Motorized Vehicles File: 113 The Committee had before it an Administrative Report, dated June 2, 2000, in which the General Manager of Engineering Services, in consultation with the Vancouver Police Department and the Division of Legal Services, recommended amendments to the Street and Traffic By-law to regulate the use of small-engine vehicles. Ian Adam, Assistant City Engineer - Transportation, briefly introduced the report and associated staff, and responded to questions. Winston Chou, with the aid of a PowerPoint presentation, provided an overview of the report and responded to questions regarding noise and emissions resulting from the growing use of small motorized vehicles. Inspector Ken Davies, VPD Traffic Services, responded to questions regarding traffic and enforcement issues. David Taylor and Ted Grav requested that Council not include electric small motorized vehicles in the by-law amendments. Mr. Taylor then provided a demonstration of his electric scooter. The following is a summary of comments provided by the two speakers: … electric motors make little or no noise and do
not pollute the air; The following motion by Councillor Louis was put and carried. The Committee, therefore, RECOMMENDED A. THAT the Street and Traffic Bylaw be amended to prohibit the use of any internal combustion motorized push-scooters, internal combustion motorized skateboards or other similar small internal combustion motorized vehicles on any street or other public place; Clause No. 3 (contd) B. THAT the Street and Traffic By-Law be amended to authorize Police to seize and detain such motorized push-scooters, motorized skateboards or other small motorized vehicles if used on streets in contravention of the prohibition referred to in A, and to authorize appropriate fines as set out in the By-law; C. THAT Staff notify the public of the prohibition of any such small motorized vehicle on public property through advertisements, at a cost of $5,000 from the Contingency Reserve Account; D. THAT a recommendation be sent to the Union of British Columbia Municipalities (UBCM) to encourage the Province to develop standards and testing for safety, noise, and emissions from mopeds and other small internal combustion engines. - CARRIED UNANIMOUSLY The following motion by Councillor Price was put. E. THAT the Street and Traffic By-Law be amended to prohibit the use of all motorized vehicles, assisted or otherwise, on seawalls, with the exception of motorized wheelchairs. - carried unanimously The following amendment by Councillor Bass was put and lost. THAT the Street and Traffic By-Law be amended to prohibit the use of all motorized vehicles, assisted or otherwise, on seawalls, with the exception of motorized wheelchairs and electric scooters. - LOST (Councillors Clarke, Kennedy,
Daniel Lee, Don Lee, Louis, Clause No. 3 (contd) The amendment having lost, Councillor Prices motion was put and carried. The Committee, therefore, RECOMMENDED E. THAT the Street and Traffic By-Law be amended to prohibit the use of all motorized vehicles, assisted or otherwise, on seawalls, with the exception of motorized wheelchairs. - CARRIED UNANIMOUSLY The following motion by Councillor Price was put and carried. The Committee, therefore, RECOMMENDED F. THAT all motorized vehicles, assisted or otherwise, be licensed, and that ICBC be requested to proceed with this under Class 5 licensing; G. THAT Staff report back on where the use of electric small motorized vehicles, inline skates, skate boards, scooters, etc., would be appropriate in the City of Vancouver. - CARRIED UNANIMOUSLY The Committee adjourned at 11:18 a.m. * * * * * Comments or questions?
