A Regular Meeting of the Standing Committee of Council on Transportation and Traffic was held on Tuesday, May 30, 2000, at 9:30 a.m., in Committee Room No. 1, Third Floor, City Hall.

ADOPTION OF MINUTES
The Minutes of the Standing Committee on Transportation and Traffic meeting of April 18, 2000 and May 02, 2000 were adopted.
RECOMMENDATION
1. Planning for Richmond Rapid Transit File: 5559
The Committee had before it an Administrative Report, dated May 09, 2000, in which the City Manager recommended approval of TransLinks proposed initial planning program for a north-south rapid transit line between Richmond and downtown and approval for staff participation in the development of the plan, particularly for the Project Manager for Rapid Transit, with TransLink, on a part-time basis.
Jane Bird, Project Manager, Rapid Transit Office presented an overview of the report and along with Judy Rogers, City Manager, responded to questions regarding the phases ofthe program and involvement of different City departments.
Patrick Robinson, representative, Legacy Corridor Committee, voiced concerns regarding the proposed rapid transit line. His committee would like the City to preserve a livable community connecting Kitsilano Beach to the Arbutus Corridor and offered suggestions for better ways to utilize the land.
The following motion by Mayor Owen was put:
THAT staff participate in the first phase of a cooperative planning program for a rapid transit link connecting Richmond, the Airport and Vancouver, and that in particular, the Citys Project Manager for Rapid Transit be seconded to TransLink on a part-time basis, to prepare the project management plan.

The following amendment by Cllr. Bass was not put:
THAT prior-to commencement of phase one of TransLinks proposed initial planning program for a north-south rapid transit line between Richmond and downtown, the project manager of the Rapid Transit Office report back with a proposal to consult with Vancouver public on their views of the Rapid Transit link connecting Richmond, the airport and Vancouver.

The Chair ruled that the project management plan already included plans for public consultation and therefore would not accept Councillor Bass amendment.
Councillor Bass challenged the decision of the Chair.
The Chair then put the question:
Shall the decision of the Chair be sustained?
(Councillor Bass opposed)
A two-thirds majority is required to overrule the decision of the Chair. Therefore, the decision of the Chair was SUSTAINED and Mayor Owens motion was CARRIED with Councillor Bass opposed.
2. 2000 Traffic Signal Program File: 5761-1
The Committee had before it an Administrative Report, dated May 09, 2000, in which the General Manager of Engineering Services recommended approval of the 2000 Traffic Signal Program which will install and modify pedestrian and traffic signals at specific locations and approval of funding for ongoing maintenance.
Elizabeth Ballard, Traffic Management Engineer, with the aid of a PowerPoint Presentation, provided an overview of the report and outlined the four categories involved in the Traffic Signal installation recommendations. Ms. Ballard, Ian Adam, Assistant City Engineer and Winston Chou, Engineering, reviewed the proposed locations for the new pedestrian and traffic signals and responded to questions.
The following speakers spoke in support of installation of the proposed traffic signals and requested consideration for installation at other specific locations in the City. The speakers also voiced concerns about the lack in pedestrian and traffic signals throughout the City.

The following is a summary of comments put forward by the delegations:
· More red lights, flight lights, raised crosswalks, push button lights and flashing lights, at all crosswalks are required.
· Education and awareness of pedestrian safety is required and should begin
within the school systems.
· Raised corners are safer than curb cuts, as they force vehicles to reduce speed before turning.
· School-aged children do not feel a sense of safety when crossing streets.
Dave Rudberg, General Manager - Engineering Services, Inspector Ken Davies, Vancouver City Police - Traffic Division, Ian Adam and Winston Chou responded to questions from the Committee regarding the delegation's concerns. The following items were among those addressed:
· The Police Department is increasing enforcement action by addressing vehicles speeding through crosswalks and intersections. Actions taken includeincreased photo radar at intersections identified as having problems with signal light compliance.
· Redlight photo radars are also being increased. This radar tickets vehicles driving through red lights and monitors the speed of vehicles as the light changes from yellow to red.
The following motion by Cllr. Don Lee was put and carried. The Committee, therefore,
RECOMMENDED
THAT Council approve the 2000 Traffic Signal Program, and that the General Manager of Engineering Services be authorized to install and modify pedestrian and traffic signals, as described in this report; and
FURTHER THAT additional annual costs of $30,000 related to ongoing maintenance be reflected in future Operating Budgets, without offset, commencing year 2001.

The following motion by Cllr. Price was put and carried. The Committee, therefore,
RECOMMENDED
THAT the Mayor write a letter to express Councils appreciation for ICBCs contributions that have continually assisted the City in its efforts to implement a safer environment for pedestrians, cyclists and drivers.

3. Annual Speed Hump Installation Program
FILE: 5757
The Committee had before it an Administrative Report, dated May 11, 2000, in which the General Manager of Engineering Services recommended approval of funding for a Speed Hump Installation Program.
Carli Williams, Neighborhood Transportation Branch, provided an overview of thereport which identified the 18 locations recommended for speed hump installations.
Ms. Williams and Ian Adam, Assistant City Engineer, responded to questions from the Committee regarding the process followed to determine the proposed locations for speed humps and the departments methods of public consultation.
The following motion by Mayor Owen was put and carried. The Committee, therefore,
RECOMMENDED
A. THAT speed humps be installed on the local, residential streets specified in this report subject to approval from a resident survey with funding of $240,000 provided from Streets Basic Capital Unappropriated Account No. 30000326 - Local Area Traffic Plans and Other Improvements, subject to approval of the 2000 Streets Basic Capital Budget.
B. THAT more speed humps be added on two streets with existing speed humps, subject to approval from a resident survey with funding of $20,000 provided from Streets Basic Capital Unappropriated Account No. 30000326 - Local Area Traffic Plans and Other Improvements, subject to approval of the 2000 Streets Basic Capital Budget.
C. THAT commencing in 2001, the Traffic Operating Budget be increased by $3,400, without offset.

4. Pedestrian Safety Strategic Working Group FILE: 5701
The Committee had before it a Memorandum, dated May 10, 2000, in which Councillor Sandy McCormick, recommended solutions to resolve impediments to pedestrian safety and sidewalk access, as was discussed in a consultation meeting with Councillor Tim Louis, staff and members of various Seniors organizations.
Councillor McCormick gave an overview of the memorandum and distributed a brief dated May 19, 2000 from the Seniors Advisory Committee outlining their views on sidewalk barriers and safety issues (on file). Cllr. McCormick responded to questions from the Committee.
The following motion by Cllr. McCormick was put and carried. The Committee, therefore,
RECOMMENDED
THAT staff report back with terms of reference to avoid duplication and overlap in the terms of what the Sidewalk Safety Working Group will prioritize as its initiatives.

The following motion by Cllr. Bass was put and carried. The Committee, therefore,
RECOMMENDED
THAT the following motions be considered at the same time the terms of reference for the Sidewalk Safety Working Group are reviewed:
THAT Council strike a Pedestrian Safety Task Force comprised of representatives from Police, Traffic and Engineering, the Vancouver Richmond Health Board, ICBC and interested members of the community, to consult with the public and report back to Council on measures that can be taken to improve pedestrian safety; and
THAT Council appoint an ongoing Pedestrian Safety Advisory Committee made up of members of the general public, interested community groups, Police, ICBC, Traffic and Engineering, and the Vancouver Richmond Health Board, to advise on issues of pedestrian safety.
