1. Planning for Richmond Rapid Transit FILE: 5559
THAT staff participate in the first phase of a cooperative planning program for a rapid transit link connecting Richmond, the Airport and Vancouver, and that in particular, the City's Project Manager for Rapid Transit be seconded to TransLink on a part-time basis, to prepare the project management plan.

2. 2000 Traffic Signal Program FILE: 5761-1
A. THAT Council approve the 2000 Traffic Signal Program, and that the General Manager of Engineering Services be authorized to install and modify pedestrian and traffic signals, as described in the Administrative Report dated May 09, 2000; and
FURTHER THAT additional annual costs of $30,000 related to ongoing maintenance be reflected in future Operating Budgets, without offset, commencing year 2001.
B. THAT the Mayor write a letter to express Council's appreciation for ICBC's contributions that have continually assisted the City in its efforts to implement a safer environment for pedestrians, cyclists and drivers.

3. Annual Speed Hump Installation Program FILE: 5757
A. THAT speed humps be installed on the local, residential streets specified in this report subject to approval from a resident survey with funding of $240,000 provided from Streets Basic Capital Unappropriated Account No. 30000326 - Local Area Traffic Plans and Other Improvements, subject to approval of the 2000 Streets Basic Capital Budget.
B. THAT more speed humps be added on two streets with existing speed humps, subject to approval from a resident survey with funding of $20,000 provided from Streets Basic Capital Unappropriated Account No. 30000326 - Local Area Traffic Plans and Other Improvements, subject to approval of the 2000 Streets Basic Capital Budget.
C. THAT commencing in 2001, the Traffic Operating Budget be increased by $3,400, without offset.

4. Pedestrian Safety Strategic Working Group FILE: 5701
A. THAT staff report back with terms of reference to avoid duplication and overlap in the terms of what the Sidewalk Safety Working Group will prioritize as its initiatives.

B. THAT the following motions be considered at the same time the terms of reference for the Sidewalk Safety Working Group are reviewed:
THAT Council strike a Pedestrian Safety Task Force comprised of representatives from Police, Traffic and Engineering, the Vancouver Richmond Health Board, ICBC and interested members of the community, to consult with the public and report back to Council on measures that can be taken to improve pedestrian safety; and
THAT Council appoint an ongoing Pedestrian Safety Advisory Committee made up of members of the general public, interested community groups, Police, ICBC, Traffic and Engineering, and the Vancouver Richmond Health Board, to advise on issues of pedestrian safety.
