Tender No. 2000-04: Construction of Concrete Curbs and Gutters and Asphaltic Concrete Pavement on Sundry Streets
RECOMMENDATION
A. THAT Tender No. 2000-04 Construction of Concrete Curbs and Gutters, and Asphaltic Concrete Pavement on Sundry Streets be awarded to Imperial Paving Ltd., the low bidder, in the amount of $903,311.66 with funding provided as part of the Local Improvement Process.
B. THAT a Construction Services Agreement with Imperial Paving Ltd., for Contract No. 2000-04, Construction of Concrete Curbs and Gutters and Asphaltic Concrete Pavements on Sundry Streets be executed by the Director of Legal Services on the basis that no legal rights are hereby created and none shall arise until execution of an Agreement drawn to the satisfaction of the General Manager of Engineering Services and the Director of Legal Services.
COUNCIL POLICY
Construction contracts over $200,000 are to be awarded by Council.
PURPOSE
The purpose of this report is to obtain Council approval to award Tender No. 2000-04 for the construction of curbs and gutters and pavements on sundry streets.
BACKGROUND
The projects in this tender are new construction and the majority were approved at the Local Improvement Court of Revision on February 15, 2000.
DISCUSSION
Tenders for the construction of P.C. Concrete Curbs and Gutters and Asphaltic Concrete Pavement on Sundry Streets (Tender No. 2000-04) were opened on April 26, 2000 and referred to the General Manager of Engineering Services for tabulation.
With the new Asphalt Plant now in place, Engineering was able to provide the option of supplying asphalt to the contractor. Schedule 2 required that the contractor supply the asphalt, while Schedule 2A had the City supplying the asphalt at a cost of $41.00/tonne. Although City asphalt supply was not low bid, this new process created additional competition.
All tenders were checked for completeness and accuracy and any miscalculations or omissions corrected. Tabulations of the amounts bid, with the lowest bid underlined, are shown below:

The Engineer's Estimate for this contract was $ 910,000. Comparing unit prices over the past ten years indicate that the low bid is reasonable. The total estimated cost for construction of the streets in this tender is $1,825,000. This estimated cost contains provision for sewer, waterworks, electrical and utility adjustments, catch basin adjustments, and unanticipated extra work in addition to the contract price. This additional work will be performed by the contractor, City crews or, in some instances, by outside utilities. Funding for the City's share of this work has been approved by Council as part of the Local Improvement approval process and funds will be allocated subject to approval of the 2000 Streets Basic Capital Budget.
CONCLUSION
The low bid is balanced and consistent with the trend of contract unit prices for the past tenyears and supports the recommendation that Contract 2000 be awarded to Imperial Paving Ltd.
