ADOPTION OF MINUTES
The Minutes of the Standing Committee on Transportation and Traffic meeting of March 28, 2000, were adopted.
RECOMMENDATION
1. Garbage Trucks/Hopper Juice Spillage File: 1413
The Committee had before it an Administrative Report, dated April 12, 2000, in which the General Manager of Engineering Services, Chief Constable, Director of Environment Health, Vancouver/Richmond Health Board and Manager of Environmental Protection Branch provided information on actions the City is taking regarding liquid discharge that is being spilled from garbage trucks. This material is usually referred to as hopper juice.
Doug Roberts, Manager - Environmental Protection, reviewed the report and responded to questions from the Committee.
Bharbara Gudmundson, City resident, with the aid of photographs, identified many City locations where hopper juice spillage has become problematic. She spoke in opposition to the efforts being made by the City to acknowledge and address the health problems caused by this waste spillage.
The following is a summary of the speakers comments:
- this is not a simple matter of displeasing aesthetics; this substance is a health hazard.
- public awareness needs to be created regarding the serious health hazards produced by spillage of hopper juice, which is composed of compressed, contaminated, bacteria-rich waste.
Doug Roberts, Dave Rudberg, General Manager - Engineering Services and Sean Lane, Police Constable - Traffic Services, responded to questions from the Committee regarding the delegation's concerns. The following topics were addressed:
- the City is aware of the situation, have identified the cause of the problems and are taking steps to resolve the matter.
- increased enforcement actions are being administered under current Street Traffic By-law and the Waste Management Act.
- public education and awareness programs are being implemented and companies involved are being re-trained on procedure and precaution.
The following motion by Cllr. Kennedy was put and carried. The Committee, therefore,
RECOMMENDED
THAT the Administrative Report, dated April 07, 2000, be received for information.

2. False Creek Flats Industrial Area: Current Initiatives,
Staffing and Work Program File:1459
The Committee had before it a Policy Report, dated April 20, 2000, in which the Director of Current Planning in consultation with the General Manager of Engineering Services and the Manager of Real Estate Services recommended approval of a program and funding to complete a number of critical planning and engineering work items for the False Creek Flats, and to develop an urban structure plan to guide future development in the area.
Ian Smith, Senior Planner - Central Area Major Developments Group and Graham McGarva, of Baker McGarva Hart Architects, with the aid of display boards, reviewed the report and responded to questions from the Committeeregarding the City's strategies and initiatives to implement this urban structure plan.
The main components addressed were as follows:
- combined efforts for development of this project has been undertaken through a joint partnership with numerous City Departments and the Canadian National Railway (CN).
- future developments anticipated for the False Creek Flats area include construction of a grocery store, gradual phasing-out of rail lines and creation of new passageways and right of ways onto Main Street.
- the development of this project may have legal implications regarding Fisheries Regulations. An information package concerning these issues is being drafted.
The following motion by Cllr. Kennedy was put and carried. The Committee, therefore,
RECOMMENDED
A. THAT the work program to address current initiatives in the False Creek Flats be endorsed.
B. THAT the resources identified to undertake the work program be approved, at a total cost of $140,000, on a partial cost-recovery basis which includes a contribution from Canadian National of $70,000 (to plan and develop zoning for their property and to be applied against any rezoning fees which may be incurred) and includes $70,000 in matching funds from the City, of which $40,000 would be from the Contingency Reserve and $30,000 from the Property Endowment Fund (to also plan and develop zoning for City properties and to be applied against any rezoning fees which may be incurred).

The following motion by Cllr. Price was put and carried. The Committee, therefore,
RECOMMENDED
C. THAT the False Creek Flats Industrial Area study explore the impacts of an automobile-based third crossing through the False Creek Flats area.
D. THAT the False Creek Flats Industrial Area study include consideration of continuing the Greenway connection from the Grandview Cut to the Terminal Flats.
