SUBJECT: Local Improvements by Initiative - June 20, 2000
First and Second Step Report
RECOMMENDATION
A. THAT the projects listed in Appendix I be advanced as Local Improvements on the Initiative and brought before a Court of Revision on June 20, 2000.
B. THAT the reports of the City Engineer and Director of Finance be adopted together with details of the Second Step Report as summarized in Appendix II, and Council declare it is desirable that the projects set out in Appendix I of this report be undertaken and deems that each will specially benefit the real property abutting it. (Requires two-thirds approval of those present).
C. THAT sidewalk projects Numbered 13,14,16,17,19-22 inclusive, as described in Appendix I, be designated as "pedestrian collector routes" so that the abutting residential property owners' rates are reduced by the required 25%.
COUNCIL POLICY
Policies governing the Local Improvement process are set out in the Vancouver Charter and Local Improvements Procedure by-law.
PURPOSE
A Court of Revision is scheduled for June 20, 2000 at 7:30 p.m. to review a number of petition and initiative projects. The report for petition projects will be advanced to Council separately at a later date to allow as much time as possible for residents to circulate their petitions. The purpose of this report is to begin the formal Local Improvement process byadvancing the initiative projects to the Court of Revision and reporting on the financial arrangements for the projects. Approval of this report does not commit Council to undertake the projects.
First Step
As required by the Local Improvement Procedure By-law, projects for the following categories and detailed on the attached schedule (Appendix I), are advanced to Council by Initiative for review at a Court of Revision, which will be held at 7:30 p.m., Tuesday, June 20, 2000.

Appendix I
COURT OF REVISION - JUNE 20, 2000
INITIATIVE PROJECTS - SCHEDULE #597
I. PAVEMENT & CURBS - HIGHER ZONED
The following two higher-zoned streets being initiated have strip pavements and are all in poor condition. Higher-zoned streets that are in poor condition are often difficult to improve by the petition process due to the large number of absentee land owners on the block. These streets therefore deteriorate, resulting in complaints and maintenance concerns. The initiative process is an effective way of improving these situations.
In addition Manitoba Street is initiated due to Local Area Plan Recommendations.
2. Cambridge Street - Nanaimo Street to 34 feet east of Garden Drive
The following project is being initiated based on a recommendation of the Mount Pleasant Community Development Policy Plan that:
"The City Engineer initiates a few Local Improvements each year for pavement, curbs and sidewalks in Mount Pleasant."
3. Manitoba Street - 6th Avenue to 7th Avenue
II. PAVEMENT & CURBS - LOCAL RESIDENTIAL
The following residentially zoned streets are being initiated because of the poor condition of the existing strip pavement. In this case the adjacent owners have been balloted and a majority supports the proposed improvement.
4. St. Catherines Street - 28th Avenue to 30th Avenue
5. 35th Avenue - Inverness Street to Culloden Street
6. 35th Avenue - Sherbrooke Street to Inverness StreetIII. LANE PAVEMENT, HIGHER ZONED
This project is being initiated because of flooding problems in the Lane east of Nanaimo Street. Paving the lane would alleviate the problem and reduce future liability for the City.
7. L/E Nanaimo Street - Oxford Street to Dundas Street and L/S Oxford Street from L/E Nanaimo Street to Kamloops Street
IV. SPEED HUMPS
The following speed hump projects are being initiated as a result of complaints about safety due to speeding vehicles using the lanes as an alternate route in order to avoid signalized intersections or as a short cut to their destinations. Circulating a petition would be difficult because of the number of owners involved of which some are absentee owners.
9. L/S Burnaby Street from Bute Street to Thurlow Street
10. L/E Cambie Street from 18th Avenue to 19th Avenue
11. L/E Laburnum Street - Creelman Avenue to Cornwall Avenue
12. L/S Pendrell Street - Nicola Street to Broughton StreetV. PEDESTRIAN COLLECTOR SIDEWALKS
On February 9, 1982, Council reaffirmed its policy objectives of providing sidewalks:
- on both sides of arterial streets;
- on both sides (as needed) of pedestrian collector routes;
- on both sides of higher-zoned streets; and
- on local residential streets, where property owners petitioned for them.
The construction of new pedestrian collector sidewalks responds to Council's top two priorities for transportation improvements; pedestrians and transit. Of the 8 new sidewalk projects initiated, 4 projects provide access to bus routes and 2 projects provide access to schools or parks.
13. W/S Ash Street - 13th Avenue to 14th Avenue

14. W/S Garden Drive - Kitchener Street to Graveley Street
Infill, access to Lord Nelson Elementary School
16. E/S Semlin Drive - Broadway to L/S 7th Avenue

17. W/S Slocan Street - NPL Lot 3 to 17th Avenue
E/S Slocan Street - L/N 15th Avenue to 16th Avenue
Infill, adjacent to Beaconsfield Park and Italian Cultural Centre
19. S/S Wall Street - Kamloops Street to Kaslo Street

20. S/S 1st Avenue - Boundary Road westward to WPL Lot B (Thunderbird Park)
Infill, access to bus route on Boundary Road
21. N/S 32nd Avenue - Knight Street to Fleming Street
Infill, access to bus route on Knight St.
22. S/S 47th Avenue - Inverness Street to L/W Knight Street
Infill, access to bus route on Knight Street
VI. SIDEWALK RECONSTRUCTION
The Sidewalk Reconstruction Program is directed toward poor condition sidewalks in commercial areas which involve high pedestrian usage and are on transit routes. In this report there are 9 projects recommended for initiative. Sidewalks rating reconstruction are often badly cracked and sloped and may be patched in many places by asphalt fillets. In spite of inspection and regular maintenance by City staff, sidewalks in this condition are more prone to trips, water ponding and liability concerns for the City. Sidewalks in poor condition also provide obstacles for the disabled and seniors.
These sidewalk reconstruction projects are shared 50/50 with the abutting commercial owners, and the program has been very well received since it began about 15 years ago.
23. S/S Alberni Street - Denman Street to L/E Denman Street
