RECOMMENDATION
1. Funding for Provincial Conference 2000
Overview and Recommendations
The Family Court/Youth Justice Committee is planning a Provincial Family Court Youth Justice Conference to be held on Saturday, June 17, 2000. This will be the first provincial conference hosted by Vancouver since 1995. The theme of the conference will be Youth Justice: What does it mean to us?
The conference will focus on:
· Protection and prevention of sexual exploitation of children and youth.
· Providing an overview, history, and changes to laws covering youth in Canada (i.e. Juvenile Delinquents Act, Young Offenders Act, new Youth Justice Act).
· A provincial mandate/terms of reference for the FCYJC.
· Examples and discussion of Family Court/Youth Justice Committees, including:
- structure of committees
- mission/vision statement
- terms of reference
- accountabilities
- objectives· Discussion of sourcing (where do the resources come from and what support is available?).
· Models of successful FCYJC's.The Vancouver Family Court/Youth Justice Committee will consult with partners (including the Victoria, Courtenay, North/West Vancouver and Prince George FCYJC) and get feedback regarding topics to be covered and their duration.
In order to make the conference a successful event, the Family Court/Youth Justice Committee has five requests of the Mayor and Council:

1. THAT City Council allocate $2,000.00 for this event, to cover expenses i.e. postage, printing, cleaning etc. (see attached budget).
2. THAT the Mayor address the conference on the morning of Saturday, June 17, 2000.
3. THAT the City host a reception on Saturday evening, after proceedings close, 4:30-6:30 p.m.
4. THAT, while the bulk of the work will be performed by FCYC Committee members, the Committee requests support from City staff to help provide continuity and expertise. We have been informed by the City Clerk's Office that the cost will be approximately $1,296.51 for an Auxiliary Clerk II.
5. THAT the event be held at Vancouver City Hall, in the Council Chamber and adjoining meeting rooms.

RECOMMENDS
THAT City Council approve Recommendations 1 to 5 as outlined above.

ChairCITY MANAGER'S COMMENTS
The City Manager notes that Council has historically supported this Conference by providing some financial assistance. This Committee is mandated by the provincial government and is connected to many other similar committees throughout the province. Each year, there is a conference hosted by a municipality. Vancouver last hosted this event in 1995.
The City Manager supports the request for funds of $3,296.5,1 noting the Committee's willingness to repay the City with any surplus funds generated by the registration fees.
