THAT the form of development for the CD-1 zoned site known as 2450 West 2nd Avenue be approved generally as illustrated in the Development Application Number DE404673, prepared by Stuart Howard Architects and stamped "Received, City Planning Department November 24, 1999", provided that the Director of Planning may impose conditions and approve design changes which would not adversely affect either the development character of this site or adjacent properties.
GENERAL MANAGER'S COMMENTS
The General Manager of Community Services RECOMMENDS approval of the foregoing.
COUNCIL POLICY
There is no applicable Council policy except that Council did approve in principle the form of development for this site when the rezoning was approved, following a Public Hearing.
PURPOSE
In accordance with Charter requirements, this report seeks Council's approval for the form of development for the above-noted CD-1 zoned site.
SITE DESCRIPTION AND BACKGROUND
The site is located on the south side of West 2nd Avenue, midblock between Larch Street and Balsam Street. The site and surrounding zoning are shown on the attached Appendix `A'.
The existing special needs residential facility (SNRF) was approved and constructed in 1961. There were two subsequent development permits approved for further additions. The first development permit (DE202685) was approved in 1985 for an addition of approximately 2,372.0 m¾/25,534.0 sq. ft. The second development permit (DE214187) was approved in 1992 for an addition of approximately 16.4 m¾/177.0 sq. ft. The existing SNRF currently contains 42 beds for seniors.
At a Public Hearing on September 21, 1999, City Council approved a rezoning of this site from RM-4 Multiple Dwelling District to CD-1 Comprehensive Development District. Council also approved in principle the form of development for these lands. CD-1 By-law Number 8111 was enacted on November 2, 1999.
Subsequent to Council's approval of the CD-1 rezoning, the Director of Planning approved Development Application Number DE404673. This approval was subject to various conditions, including Council's approval of the form of development. The latter condition is one of the few outstanding prior to permit issuance.
DISCUSSION
The proposal involves a two-storey addition (approximately 874.21 m¾/9,410.2 sq. ft.) to the existing two-storey Special Needs Residential Facility - Community Care - Class B, thereby creating a four-storey building. The additional floor area would provide an increase of 20 beds for seniors resulting in a total of 62 beds.
The proposed development has been assessed against the CD-1 By-law and responds to the stated objectives.
Simplified plans, including a site plan, streetscape, and proposed and existing elevations of the proposal, have been included in Appendix `B'.
CONCLUSION
The Director of Planning has approved Development Application Number DE404673, subject to various conditions to be met prior to the issuance of the development permit. One of these conditions is that the form of development first be approved by Council.
