2000 Reconstruction of Main Road Network (MRN) Roads
RECOMMENDATION
THAT work begin immediately on the 2000 MRN road rehabilitation program, with funding of $2,039,640 provided by Translink, and $1,000,000 of Streets Capital funds provided in advance of the 2000 Streets Basic Capital Budget.
COUNCIL POLICY
Street Capital reconstruction is approved by Council as part of the annual Streets Capital Budget.
DISCUSSION
Funding and construction approval for reconstruction of arterial streets is traditionally given by Council when approving the annual Streets Basic Capital Budget. (Arterial reconstruction, estimated at $3.1 million, is included as Project A-1a, of the $15 million budget proposed for 2000).
Under the new financial relationship between the City and Translink, significant funds are provided annually by Translink for rehabilitation of MRN roads with a pavement quality index (PQI) greater than 5.5. For 1999, Translink contributed $1,348,883, and the contribution increases to $2,039,640 for 2000. The City has also committed to upgrading approximately 17 lane kilometers of MRN roadways with a PQI less than 5.5 in 2000, which will require City funding of approximately $2,000,000 in this category.
This upgrading results in Translink annually providing the City an additional $5,000 for each improved lane kilometer.
This approval prior to the 2000 Streets Basic Capital Budget now allows the City to take better advantage of the weather which, this year, is indicating an early construction season. Furthermore, an early start ensures that this year's street rehabilitation resulting from Translink funding is completed, and that the upgrading of MRN lane kilometers with PQI less than 5.5 is maximized.
Rehabilitation during 2000 will be carried out on sections of the MRN that require upgrading, such as the Grandview Viaduct, Georgia Street, Homer to Nicola, and Clark Drive, 3rd to 6th. Further details will be included in the 2000 Streets Basic Capital Budget submission.
