A Regular Meeting of the Council of the City of Vancouver was held on Thursday, February 24, 2000, at 2:44 p.m., in Committee Room No. 1, Third Floor, City Hall, following the Standing Committee on Planning and Environment meeting, to consider the recommendations of the Committee.

ADOPTION OF MINUTES
The Minutes of the Standing Committee on Planning and Environment meeting of February 3, 2000, were adopted.
RECOMMENDATION
1. Demolition of Nuisance Building at 196 East 57th Avenue File: 2701-1
The Committee had before it an Administrative Report dated December 20, 1999, in which the City Building Inspector recommended Council declare the building at 196 East 57th Avenue a nuisance and order the owner to demolish the building and remove all demolition debris from the site, and that a 336D Notice be filed against the Certificate of Title to the property in order to warn any prospective purchasers of Council's resolution.
Peter Sweeney, Manager, Building Inspection, with the aid of overheads, provided an overview of the Administrative Report and the recommendations. He recommended Council further consider that a chain link fence be erected around the perimeter of the property, in order to deal with an ongoing problem with discarded debris on the site. Mr. Sweeney noted that the owner of the property was not in attendance and had been appropriately advised of this meeting.
The following motion by Councillor Louis was put and carried. The Committee, therefore,
RECOMMENDED
A. THAT Council declare that the building at 196 East 57th Avenue (Lot 5 Except the North 7 Feet, Now Road, SE Part of Block 5 District Lot 656 Plan 4952 PID 004-404-980) is a nuisance pursuant to Section 324A of the Vancouver Charter.
B. THAT Council approve the Resolution attached to the Administrative Report dated December 20, 1999, and order the Registered owner of the property to demolish the building and remove all demolition debris from the site and erect a chain-link fence around the perimeter of the property within 30 days of a copy of the Resolution being served pursuant to Section 324A of the Vancouver Charter.
C. THAT in the event of the failure of the owner to comply with the order of Council, Council further orders and hereby authorizes the City Building Inspector to have the building demolished and have all demolition debris removed from the site and to have a chain-link fence erected around the perimeter of the property, at the expense of the owner.
D. THAT the City Clerk be directed to file a 336D Notice against the Certificate of Title to the property at 196 East 57th Avenue, in order to warn any prospective purchasers that as a result of the condition of the building and Councils Resolution, the purchaser could suffer a significant expense if the order of Council were enforced against him.

2. Response to the Provincial Ministry of Social Development and
Economic Security (MSDES) Childcare Paper File: 4102
The Committee had before it an Administrative Report dated February 15, 2000, in which the Director of Community Services, Social Planning, highlighted the community feedback received regarding the recently released Provincial childcare discussion paper, "Building a Better Future for British Columbia's Kids", provided an analysis of the paper from a City perspective, and recommended appropriate action. Also before the Committee was the Provincial childcare discussion paper.
Jeff Brooks, Director of Community Services, Social Planning, provided a brief overview of the Administrative Report, and responded to questions regarding the recommendations.

The following motion by Councillor Clarke was put and carried. The Committee, therefore,
RECOMMENDED
A. THAT Council indicate its support of the provincial vision statement for child care as articulated in the discussion paper Building A Better Future for British Columbias Kids [Appendix A (Attachment 2) of the Administrative Report dated February 15, 2000];
B. THAT Council recommend to the Provincial Government that the following areas need immediate attention and action:
i) develop a new core funding mechanism and budget for child care; establish an incremental planning framework; create an affordable fee structure for parents; shift the funding emphasis from the subsidy approach;
ii) provide immediate financial relief to existing infant and toddler programs to prevent any further closures prior to the development of the new core funding mechanism;
iii) in consultation with the urban aboriginal, immigrant settlement and ethno-cultural agencies, develop pro-active policies and strategies which will support the participation of children from the urban aboriginal, refugee, new immigrant and ESL communities in formal child care services;
iv) consult with school districts, municipalities and provincial child care organizations prior to proceeding with the proposed use of school portables for child care;
v) in consultation with municipalities and local child care planning groups, develop specific targets for child care expansion and once core funding is in place for operating costs, develop an appropriate capital funding program;
C. THAT Council forward the think tank project report (attached to the Administrative Report dated February 15, 2000) developed by Westcoast Child Care Resource Centre to the Minister of Social Development and Economic Security and all Provincial Cabinet Ministers and MLAs, with a letter highlighting those issues and recommendations that are of particular significance from the Citys perspective as noted in the Administrative Report dated February 15, 2000;
D. THAT Council forward copies of the think tank project report attached to the Administrative Report dated February 15, 2000, and the Administrative Report, to UBCM and all B.C. municipalities, with a letter encouraging them to respond to the Provinces discussion paper on child care directly to the Minister of Social Development and Economic Security;
E. THAT Council forward copies of the think tank project report attached to the Administrative Report dated February 15, 2000, and the Administrative Report, to the Minister of Human Resources Development Canada (HRDC) and all BC Members of Parliament, indicating Council support for the development of a National Child Care Strategy.
