Staff: M. HollandProposal: To increase the height and density of the restaurant planned for the pier, adjacent the Coal Harbour waterfront walkway, immediately west of the Bayshore Hotel. The requested increase in height is from 5.0 m to 9.3 m and the increase in density is from 465 m² to 604 m², to accommodate kitchens, storage and washrooms more easily on the limited pier floor plate.
Issues: Height: This location is an important foreground element in several important view areas. Cardero's, nearby, was allowed a 7.0 m height, and staff indicated earlier in 1999 they would consider 7.0 m for this site as well.
Density: How much is needed to reach financial viability?
Form of Development:
The importance of this site suggests the building should be a gem. The applicant has twice returned to the drawing board over the design in the last year, as staff indicated they could not support the proposed form of development.
