A Regular Meeting of the Council of the City of Vancouver was held on Thursday, February 17, 2000, at 11:15 a.m., in Committee Room No. 1, Third Floor, City Hall, following the Standing Committee on City Services and Budgets meeting, to consider the recommendations of the Committee.

1. Chinatown and Fraser Street BIAs File: 5804-6
Councillor Don Lee noted he has received correspondence from Chinatown property owners advising of irregularities in staff receipt of opposition letters and from Fraser Street property owners opposing the BIA.
The Committee agreed that Ann McAfee, Director of City Plans; Peter Vaisbord, BIA Coordinator; and a representative from Legal Services be invited to provide a verbal report at the Standing Committee on Planning and Environment meeting this afternoon.

ADOPTION OF MINUTES
The Minutes of the Standing Committee on City Services and Budgets meeting of January 20, 2000, were adopted.
RECOMMENDATION
1. 2000 Funding Ceiling - Civic Grants File: 2001
The Committee had before it an Administrative Report, dated January 15, 2000, in which the General Manager of Corporate Services, Director of Community Services - Social Planning, and Director of Office of Cultural Affairs summarized the funding ceilings of each of the Civic Grant categories for the year 2000.

RECOMMENDED
THAT the Administrative Report, dated January 15, 2000, on 2000 Funding Ceiling -Civic Grants be received for information.

2. 2000 Community Services Grants Budget File: 2151
The Committee had before it an Administrative Report, dated January 31, 2000, in which the Director of Community Services - Social Planning recommended a budget ceiling of $2,911,300 for the Community Services Grants program for the year 2000. The budget ceiling is subject to Council approval of the 2000 operating budget.
Ken Bayne, Director of Financial Planning and Treasury; Jennifer Beresford, Manager of Budgets; and Jeff Brooks, Director of Community Services - Social Planning; advised the recommended budget ceiling included a 1% inflationary increase over the 1999 grants budget, and responded to questions on inflationary increases to previous years grants budgets and the Citys general policy on establishing the grants budget ceilings.
The following motion by Councillor Louis was put and lost:
THAT Council approve a 5% increase to the 2000 Community Services Grants budget.

3. 2000 Cultural Grants Budget Ceiling File: 2051
The Committee had before it an Administrative Report, dated February 1, 2000, in which the Director, Office of Cultural Affairs, recommended a Cultural Grants budget ceiling of $3,103,500 for the year 2000, which includes a 1% inflationary increase over 1999. The budget ceiling is subject to Council approval of the 2000 operating budget.
The following motion by Councillor Louis was put and lost:
THAT Council approve a 5% increase to the 2000 Cultural Grants budget ceiling.

4. 2000 Childcare Grants: Funding Level File: 2402
The Committee had before it an Administrative Report, dated February 1, 2000, in which the Director of Community Services, Social Planning, recommended a Childcare Grants Program budget of $679,3000 for the year 2000. The budget is subject to final Council approval of the 2000 Operating Budget and includes a 1% increase for inflation.
The following motion by Councillor Louis was put and lost:
THAT Council approve a 5% increase to the 2000 Childcare Grants Program budget.

5. 1999 Funding Ceiling: Other Grants File: 2201
The Committee had before it an Administrative Report, dated February 1, 2000, in which the General Manager of Corporate Services recommended a funding ceiling for Other Grants of $3,782,900 for the year 2000. The funding ceiling is subject to final Council approval of the 2000 Operating Budget.

6. Crabtree Corner Relocation File: 4656
The Committee had before it Administrative Report, dated February 3, 2000, in which the Directors of Community Services - Social Planning, and the Housing Centre sought approval to reserve the City-owned site at 533-539 East Hastings Street for the relocation of Crabtree Corner, a social service and childcare facility operated by ten Vancouver YWCA.
Jeff Brooks, Director of Community Services - Social Planning; Cameron Grey, Director of Housing Centre; and Lois Hollstedt, representing the YWCA; explained the services provided by Crabtree Corner, the background to the relocation, and security issues.Clause No. 6 (contd)
The following motion by Councillor Kennedy was put and carried. The Committee, therefore,
RECOMMENDED
THAT Council reserve the site at 533-539 East Hastings for the Vancouver YWCA for the relocation of Crabtree Corner on the conditions set out in the Memorandum of Understanding attached as Appendix A to the Administrative Report, dated February 3, 2000, and instruct the Director of Community Services, Social Planning, to report back once the conditions have been satisfied but in any case no later than the end of 2001 on the status of the project.

7. Award to Tender No. PS99070 - Supply of Ready-Mixed Concrete File: 1805
The Committee had before it an Administrative Report, dated January 28, 2000, in which the General Manager of Engineering Services and the Manager - Materials Management recommended the acceptance of bids from Lafarge Construction Materials and Ocean Construction Supplies Ltd. for the supply of ready-mixed concrete. Contracts with a value over $300,000 re referred to Council for award.
The Administrative Report had been scheduled for Councils meeting of February 15, but due to a delegation request, Council referred the report to the Standing Committee on City Services and Budgets meeting.
Shane Simpson, Burrardview Neighbourhood Association; and Dan Barber, Co-Chair, Coalition to Stop Lafarge; pointed out the tender award was not only about the lowest bid but was to do with other factors: the supply of concrete is a competitive business; Lafarge had the lowest bid and gave a further discount; Lafarge will be the applicant of a future development permit application which is controversial in the immediate neighbourhood in which the site is located; awarding the tender to Lafarge could raise a perception of bias in the development permit application process. When there are business matters before Council which may raise a perception of bias, Council needs to find a process to screen such matters and not deal with them.
Brent MacGregor, Deputy City Manager; and Carol Wyatt, Manager of Purchasing Services; provided an explanation of the tendering process, and noted the tendering process is kept very objective.

THAT Council accept the following bids for the supply of ready-mixed concrete as, if and when required for a 12-month period from the date of the purchase order, subject to contracts satisfactory to the Director of Legal Services:
