3. Stanley Park Causeway File: 5752-2
A. THAT City Council approve the reconstruction of the "S" curve entrance to Stanley Park, based on the design and cost-sharing outlined in this report, subject to all the participating agencies (Transportation Financing Authority, ICBC, Translink and Park Board) approving the proposed design and cost-sharing arrangements for the "S" Curve and causeway;
B. THAT City Council authorize the City Manager, in consultation with the General Managers of Engineering Services and Parks and Recreation, and the Director of Legal Services to finalize a legal agreement with the participating agencies, to achieve the short term design changes and cost-sharing outlined in Appendix C;
C. THAT City Council approve a budget of $2,000,000 for its share of the cost, $450,000 to be provided from Streets Capital Account 30000021 - Georgia Street Improvements and $1,550,000 in advance of the 2000 Streets Capital Budget;
D. THAT City Council authorize the General Manager of Engineering Services to enter into a public consultation process around the design elements, including the treatment of the Gilford connection to Georgia Street and the potential median and bus lane on Georgia Street and restoration of boulevards on Alberni Street, for report back; and
E. THAT Council endorse and commit to enter into a public consultation process with the Board of Parks and Recreation, TransLink, ICBC, BCTFA and all other concerned stakeholders, to consider options leading to the elimination of private vehicles from the Stanley Park Causeway, including the cost sharing of assessment studies and the public consultation as noted in Appendix C.
F. THAT Council endorse the long-term objective to remove private vehicles from the Stanley Park Causeway, and thereby authorize the approval of the Term Sheet dated January 26, 2000, and attached hereto as Appendix C.

1. Warning to Prospective Purchasers of 382 East 13th Avenue File: 2701-1
A. THAT the City Clerk be directed to file a 336D Notice against the Certificate of Title to the property at 382 East 13th Avenue (Lot 8 Block 112 District Lot 301 Plan 187 Exc Plan 4153), in order to warn prospective purchasers that there are contraventions of the Zoning and Development and Vancouver Building and Electrical By-laws related to this building.
B. THAT the Director of Legal Services be instructed to commence injunction proceedings to obtain compliance with City by-laws at this address.

2. Nuisance Building at 4124 West 14th Avenue File: 2701-1
A. THAT Council declare that the dilapidated condition of thereof and the lack of gutters/eaves troughs at 4124 West 14th Avenue (Lot 6 of Lot 2 Block 165 District Lot 540 Plan 4248 PID 007-058-195), is a nuisance pursuant to Section 324A of the Vancouver Charter.
B. THAT Council approve the attached Resolution and order the Registered owner of the property to provide roof drainage so as to prevent a concentrated flow of water from spilling in an uncontrolled manner onto the sidewalk between this property and the adjacent property located at 4128 West 14th Avenue.
C. THAT in the event of the failure of the owner to comply with the order of Council, Council further orders and hereby authorizes the City Building Inspector to have the work noted in Recommendation B above carried out at the expense of the owner.
D. THAT the City Clerk be directed to file a 336D Notice against the Certificate of Title to the property at 4124 West 14th Avenue in order to warn prospective purchasers that as a result of Council's Resolution, the purchaser could suffer significant expense if the order of Council were enforced against him.
