Tyne Street Reconstruction - School Avenue to 45th Avenue

 

RECOMMENDATION

COUNCIL POLICY

There is no applicable Council policy.

PURPOSE

The purpose of this report is to provide a solution for ongoing public complaints and maintenance problems stemming from the old strip pavement on Tyne Street, between School Avenue and 45th Avenue.

BACKGROUND

Tyne Street between 45th Avenue and School Avenue is in very poor condition, and is the source of many public complaints. The roadway has deteriorated to the point where it can no longer be efficiently maintained, and the cost of maintenance is not an effective use of funds. Previous attempts to improve the street to current standards with concrete curb and gutter and full width asphalt have not been supported by the Property Owners on the two blocks involved. There was previously some feeling by the Property Owners that the rough pavement would reduce traffic volumes.

DISCUSSION

Within the last few years, Tyne Street between 45th and 47th Avenues was paved, leaving the two blocks from School Avenue to 45th Avenue as the only unimproved section between Kingsway and 49th Avenue. To deal with the ongoing complaints and maintenance problems, a survey was carried out of the 18 Property Owners between School and 45th, to determine if they would support improvement of the roadway. Similarly to 4th Avenue from Blanca to Drummond, the Owners were given the option to fully improve the street through the Local Improvement Process, or simply improve the strip pavement. A third option was also included to continue maintenance only. The three (3) options were presented as follows:

OPTION 1. Pave the street with concrete curb and gutters and full width asphalt similar to Tyne street in the blocks immediately north of School Avenue and south of 45th Avenue. This work would be carried out as a Local Improvement project with the cost shared between the City and the property owners on this section of Tyne. The cost to each Property Owner would be approximately $50.76 per frontage foot as a one time payment, or $5.23 per foot as a Local Improvement charge that would be added to the annual City taxes for a 15 year period.

OPTION 2. Replace the existing roadway with a new asphalt strip at a width of 8.6m, and regrade the gravel shoulders. This work would be done at City cost.

OPTION 3. Continue to fill the potholes as required.

Responses were received from 16 of the 18 owners, with the following results:

OPTION 2. 11 votes

OPTION 3. 1 vote

Of the responses received, 94% favour improvement. Of these, 73% support improvement of the strip pavement at no cost to the Owners, and this option is now being recommended to Council for implementation.

FUNDING

The estimated cost for reconstructing the strip pavement is $180,000, and funds are available from the Streets Basic Capital Unappropriated Account set aside for reconstruction of strip pavements.

CONCLUSION

There is sufficient property owner support to proceed with reconstructing the strip pavement on Tyne Street between School Avenue and 45th Avenue.
