RECOMMENDATION

COUNCIL POLICY

The policy of Council is to award contracts for the purchase of equipment, supplies and services that will give the highest value based on quality, service and price.

Contracts with a value over $300,000 are referred to Council.

DISCUSSION

Tenders for the above were opened on May 6,1998 and referred to the General Manager of Fire & Rescue Services/Fire Chief, the General Manager of Engineering Services and the Manager of Purchasing Services for report. The Provincial Sales Tax, the Provincial Environmental Levy and the 7% Goods and Services Tax (less any municipal rebate received) are in addition to all pricing shown in this report. Funds are provided from the1998 Truck Plant Account.

Eight (8) life support units designed for responding to medical and rescue, and minor fire incidents are required at this time. This purchase is part of the Fire and Rescue Services fleet re-organization approved by Council on April 10, 1997.

Tender called prices for up to eight (8) life support units. Four firms submitted five bids. However, one firm did not submit consent of surety requirement, as specified in the tender document, and this bid is not given further consideration. Unit prices for the remaining four bids range from $151,668 to $198,000 each.

The low bid from Fort Garry Industries Ltd. meets specifications and is acceptable.

We are therefore recommending acceptance of the low bid which meets specifications from Fort Garry Industries Ltd. for eight (8) Freightliner/Fort Garry FL50/AMD01P1 -Midi Life Support Units at a total cost of $1,285,576 ($151,668 each plus $2,144 each for optional climatic control and $6,885 each for optional light tower).
