SUBJECT: CD-1 Text Amendments in the Arbutus Industrial Area

RECOMMENDATION

GENERAL MANAGER’S COMMENTS

COUNCIL POLICY

· Arbutus Neighbourhood Policy Plan, adopted November, 1992.
· CD-1 By-Laws for 2790 Vine Street (341), 2725 Arbutus Street (380) and 2111 & 2197 West 11th Avenue/2176 West 10th Avenue (357), enacted July, 1995, November, 1995 and April, 1998, respectively.

PURPOSE

This report recommends amendments to the loading requirements in three CD-1 By-laws pertaining to sites in the Arbutus Industrial area to provide for more flexibility.

DISCUSSION

The wording of the three CD-1s stipulates that “one loading bay must be provided for every 200 dwelling units.”

Engineering Services has now determined that a loading bay is only necessary in this context where an individual project has more than 200 dwelling units. The wording of the present by-laws does not allow the requirement to be relaxed.

CONCLUSION

The Director of Central Area Planning on behalf of Land Use and Development and the Deputy City Engineer recommend that the by-laws be re-worded such that the number of loading bays will be to the satisfaction of the City Engineer.
