A Regular Meeting of the Council of the City of Vancouver was held on Thursday, March 26, 1998, at 3:18 p.m., in Committee Room Number 1, Third Floor, City Hall, following the Standing Committee on Planning and Environment meeting, to consider the recommendations of the Committee.

RECOMMENDATION

1. Noise Management at Vancouver International Airport File: 8025

`The Committee had before it a Policy Report dated February 16, 1998 (on file), in which the Director of Environmental Health reviewed the Vancouver International Airport Authority's (YVRAA) December 1997 revised Draft Noise Management Plan, and recommended that Council indicate general satisfaction with the revised plan with some exceptions. The General Manager of Community Services recommended approval of the Director's recommendations, as reflected in recommendations A through E of this report.

Domenic Losito, Director of Environmental Health, reviewed the report and rationale for the recommendations. Mr. Losito acknowledged that many issues raised by the City have been resolved in this draft, and pointed out that the public process has been somewhat expanded over that originally envisioned by YVRAA. However, some issues still remain, particularly in connection with uses of the North Runway and the determination of whether traffic demand has reached capacity.

Alex Tunner, former City appointee, YVR Aeronautical Noise Management Committee, spoke on behalf of the recommendations. Mr. Tunner also represented Meg Brown (brief to YVRAA filed), current City appointee. Mr. Tunner distributed a list (on file) setting out nine key considerations fundamental for effective noise management at YVR. These addressed items such as corporate objectives, scope for improvement, topography, air traffic control considerations, and the need for Council-established guidelines for its appointees to YVR boards and commissions. Mr. Tunner also commented upon remedial measures which might be applied.

Jonathan Parker, City appointee, YVR Aeronautical Noise Management Committee, also represented South Slopes Citizens for Responsible Airport Operations. Mr. Parker commented upon the impacts of noise on the quality of life in the south slopes area, and also reviewed various remedial measures at use in other airports. An issue not addressed in the Policy Report was the use of cannon to frighten away migratory waterfowl after dark. Mr. Parker also reviewed various aspects of his brief to the YVRAA (on file) recommending modifications to the YVRAA revised Draft Noise Management Plan.

Mr. Losito responded to questions regarding the follow up process and various details of the proposed plan.

The Committee was pleased to note that progress has been made in resolving a number of issues, and supported the proposed recommendations with respect to those issues which are as yet unresolved. The Committee also supported the briefs submitted to YVRAA by Ms. Brown and Mr. Parker, and felt the YVRAA should be so advised. It was also agreed that the issue of waterfowl should be followed up.

The following motion by Mayor Owen was put and carried. The Committee, therefore,

RECOMMENDED

A.THAT Council communicate to the Airport Authority (YVRAA) general satisfaction with the revised Draft Noise Management Plan (December 1997) except as noted in the following Recommendations B to E. This is based on the Plan appearing to better reflect the importance of fully considering noise impacts in Airport business decisions and the need to be sensitive to these impacts on neighbouring communities, as noted in the recommended actions included in Appendix F of the Policy Report dated February 16, 1998, while recognizing the need to arrive at an appropriate balance between growth and the well-being of these neighbouring communities.

B.THAT the YVRAA be urged to utilize the Aeronautical Noise Management Committee more pro-actively, as was originally intended, on any issues that relate to ground or air-based noise impacts.

C.THAT any use of the North Runway for take-offs by DASH-8 and small commuter aircraft, during the 700-2200 period, only be permitted consistent with the EARP Recommendation #5 and after full consultation with the Noise Management Committee and the affected communities and that, until absolutely unavoidable, Chapter 3 jets not be permitted to take-off from the North Runway on a regular basis.

D.THAT Council communicate the City’s concerns about the stated early use of the north runway for take-offs to the Minister of Transport and request the Minister’s intervention, including appointment of a third party, in the determination of whether the traffic demand has reached capacity.

E.THAT the Director of Environmental Health convey Council’s position and remaining concerns to the Airport Noise Management Committee and report back to Council after preliminary approval of the Plan by the YVRAA Board, at which time the Airport will attend a meeting of the Planning and Environment Committee.

The following motion by Councillor Puil was put and carried. The Committee, therefore,

RECOMMENDED

F.THAT staff raise the issue of wildfowl dispersal with the YVRAA Aeronautical Noise Management Committee for investigation and possible inclusion in the Airport Noise Management Plan.

G.THAT the Vancouver International Airport Authority be advised that City Council supports the briefs submitted by Meg Brown and Jonathan Parker, City of Vancouver Citizen Representatives, YVRAA Aeronautical Noise Management Committee, dated March 3, 1998 and February 20, 1998, respectively.
