On December 9, 1997, Vancouver City Council deferred consideration of the attached Policy Report (A), dated November 12, 1997, on the above matter, pending further discussions with staff regarding legal issues. These discussions have been concluded. Therefore, the Policy Report is being forwarded for Council's consideration.

Also attached is an In Camera Administrative Report (B), dated January 26, 1998, which, at Council's request, is being made public.
