A Regular Meeting of the Council of the City of Vancouver was held on Tuesday, October 7, 1997, at approximately 10:25 a.m., in Committee Room No. 1, Third Floor, City Hall, following the Standing Committee on Transportation and Traffic meeting, to consider the recommendations of the Committee.

A Regular Meeting of the Standing Committee of Council on Transportation and Traffic was held on Tuesday, October 7, 1997, at approximately 9:30 a.m. in No. 1 Committee Room, Third Floor, City Hall.

ADOPTION OF MINUTES

The Minutes of the Standing Committee on Transportation and Traffic meeting of July 29, 1997, were adopted.

RECOMMENDATION

1. Overnight Parking Restrictions for Large Vehicles File: 5651

The Committee had before it an Administrative Report dated June 24, 1997 (on file) in which the General Manager of Engineering Services recommended amendments to the Street and Traffic By-law to prohibit overnight parking of large vehicles as outlined in the report.

Elizabeth Ballard, Traffic Management Engineer, reviewed the main points of the report with the Committee. With the aid of slides, proposed vehicle restrictions were highlighted. Also present to respond to questions were Inspector Al Grandia and Constable Max Kugi of the Police Department, who advised the proposed amendments to the Street and Traffic By-law would allow immediate towing if the situation warranted.

Lorne Payne, West End resident, spoke in support of the recommendations. He referred to an oversize vehicle parked adjacent his residence, for most of the year, thereby exacerbating the already difficult parking situation for visitors.

The following motion by Mayor Owen was put and carried. The Committee, therefore,

RECOMMENDED

A.THAT the Street and Traffic Bylaw No. 2849 be amended to prohibit overnight parking of large vehicles as outlined in Appendices B and C attached to the Administrative Report dated June 24, 1997.

B.THAT the Director of Legal Services be requested to prepare the necessary amendments to the Street and Traffic Bylaw.

2. King Edward Avenue at West of Laurel Street - Median Crossing File: 5757

The Committee had before it an Administrative Report dated September 25, 1997 (on file), in which the General Manager of Engineering Services recommended Council's approval and funding to proceed with the installation of a median crossing on King Edward Avenue, west of Laurel Street, as outlined in the report. The report also recommended a pedestrian signal at King Edward and Laurel be advanced to the 1998 Signal program for prioritization.

Don Henderson, Strategic Transportation Planning , reviewed the main points of the report with the Committee, and advised the total cost of the project would be equally shared among Canada Safeway, King Edward Mall and the City. He further advised the Appendices labelled 'A' and 'B' should be reversed.

Michael Shuster and David Klassen, area residents, noted:

·400·their dissatisfaction with the short report notification process·400

·400·their concern with the proposed pedestrian signal at King Edward and Laurel, and anticipated traffic increase on Laurel Street, contrary to the neighbourhood's wishes·400

·400·the need to consider the signal as part of a comprehensive neighbourhood package·400

·400·the number of children who walk along Laurel to attend Emily Carr Elementary School, and the nearby Douglas Park·400

·400·traffic circles have created a through street on Laurel, with only one required stop between 16th Avenue and King Edward; a four-way stop at Laurel and 23rd would help calm traffic·400

In response to questions from Council, Staff advised parking clearance will be provided in advance of the median crossing at Laurel and King Edward, and signage will be installed to alert drivers to a change in traffic pattern. The need for a status report back on the City's various neighbourhood traffic plans was also noted.

The following motion by Councillor Clarke was put and carried. The Committee, therefore,

RECOMMENDED

A.THAT the design for a median crossing on King Edward Avenue at west of Laurel Street be approved as shown on Appendix A attached to the Administrative Report dated September 25, 1997.

B.THAT the City’s share of $4,200 for the construction of this median crossing be funded from the Streets Basic Capital Account - 12/31/9805/999 - Arterial Miscellaneous Modifications.

The following motion by Councillor Chiavario was put and carried. The Committee, therefore,

RECOMMENDED

C.THAT Engineering Services be requested to provide a status report on neighbourhood traffic calming and safety planning for all neighbourhood area transportation and traffic planning currently underway, being requested and anticipated.
