    SUBJECT:  Local Improvements Reballots


    RECOMMENDATION

         A.   THAT the original petition for  pavement and curbs and  trees
              on  27th Avenue  from Rupert Street  to Skeena  Street, Court
              #570, Item #022, be approved.

         B.   THAT the original petition for lane pavement on the lane east
              of  Kaslo Street from 22nd Avenue to 23rd Avenue, Court #570,
              Item #037, be approved.

         C.   THAT  the original  petition for  lane pavement  on the  lane
              south of 22nd Avenue from Inverness Street to Clark Drive and
              the lane east of Inverness Street from the lane south of 22nd
              Avenue to 23rd  Avenue and the lane west of  Clark Drive from
              the lane south  of 22nd  Avenue to 23rd  Avenue, Court  #570,
              Item #046, be approved.

         D.   THAT the original local  improvement project for pavement and
              curbs and  trees on  Templeton Drive  from Triumph Street  to
              Dundas Street, Court #571, Item #011, not be approved.

    COUNCIL POLICY

    Policies governing the  Local Improvement  process are set  out in  the
    Vancouver Charter and Local Improvements Procedure bylaw.  The projects
    dealt with in this  report have gone through the legal  requirements of
    the  process,  but  Council  has requested  additional  information  on
    project   support/opposition  through  reballots  before  giving  final
    approval.


    PURPOSE

    At the November 16, 1995 Court of Revision, Council instructed staff to
    reballot three  local improvement petition projects  and two initiative
    projects.  This has been  done for all but one initiative  project that
    will go before Council later.  The  delay is due to ownership change of
    a  73-unit strata complex.Court #570, Item #022, Pavement and Curbs and
    Trees on 27th Avenue from Rupert Street to Skeena Street.

                        Responses      55

    Based on the ballot results, sufficient support exists for this project
    to proceed at an  8.5 metre width that is in keeping  with the standard
    for single-family residential areas.

    from 22nd Avenue to 23rd Avenue.

    west of Clark Drive from the lane south of 22nd Avenue to 23rd Avenue.

    Based on the ballot results, sufficient support exists for this project
    to proceed.

    At the Court of Revision this project was shown as having four property
    owners and did  not reflect that one property had  been stratified into
    ten strata units. Of the eight  owners who are opposed to this project,
    six are strata owners.

    Based  on  the ballot  results,  sufficient  opposition exists  not  to
    proceed with this project.
