     SUBJECT:  Award of Tender No. 58-96-01 -
               Supply and Delivery of Mineral Aggregates (Landfill)



     RECOMMENDATION

          THAT Council accept the low bid from Columbia Bitulithic Ltd. for
          the  supply and  delivery of  mineral aggregates  to the  City of
          Vancouver Landfill,  as, if  and when  required from  January 01,
          1996 to December 31, 1996 at an estimated total cost of $615,104,
          including  the 7%  Goods and Services  Tax (less  the anticipated
          receipt of  the municipal rebate)  and the Provincial  Sales Tax,
          where  applicable,  subject to  a  contract  satisfactory to  the
          Director of Legal Services.


     COUNCIL POLICY

     The policy  of  Council is  to  award contracts  for the  purchase  of
     equipment, supplies  and services  that  will give  the highest  value
     based  on quality, service and  price, except where  an allowance of a
     maximum of 5%  is given to those  bidders whose tender  reflects local
     content.

     Contracts  with  a value  over $200,000  are  referred to  Council for
     award.


     DISCUSSION

     Tenders  for the above  were opened by  the City Clerk  on October 23,
     1995,  and referred to the General Manager of Engineering Services and
     the Manager of Purchasing Services for report.

     A copy of the tabulation of bids  is on file in the Purchasing office.
     The 7%  Goods and Services  Tax (less the  anticipated receipt  of the
     municipal rebate) and the Provincial Sales Tax,  where applicable, are
     included in all prices shown in this report and in the tabulation.



     Funds  for all  purchases  are provided  from  the Sanitation  Revenue
     Budget.

     The  tender requested  pricing for  the supply  and delivery  of three
     items  of quarried mineral  aggregates (Item Nos.  1, 2 and  3) to the
     City of Vancouver Landfill, with additional prices being requested for
     alternative recycled materials (Item Nos. 1A, 2A and 3A).

     Ten  firms submitted bids, with one of  these firms also submitting an
     alternative bid for Item No. 2A.

     We  are recommending  the  acceptance of  the  low bid  from  Columbia
     Bitulithic Ltd. for the recycled product Item Nos. 1A, 2A and 3A.  The
     use of recycled material in this  tender makes valuable use of  67,000
     tonnes of  "pre-owned" concrete  rubble, and  saves the City  $120,000
     compared to the cost of using quarried material.
