ADMINISTRATIVE REPORT

                                 Date: September 13, 1995
                                 File No. 4252-3

   TO: Vancouver City Council

FROM: General Manager of Engineering Services

SUBJECT: Bus Stop Modifications for the West Coast Express

   RECOMMENDATION

        A. THAT a bus stop be established on the east side of
Hornby Street, north of Georgia Street.

        B. THAT the bus stops on the east side of Hornby Street,
             north of Helmcken be cancelled.

   COUNCIL POLICY

Council approves changes to bus stops in the City.

   PURPOSE

The purpose of this report is to recommend some minor changes to
bus stops in the downtown core to accommodate new layover
positions related to the West Coast Express.

   DISCUSSION

The West Coast Express commuter rail service between Mission and
Vancouver is scheduled to start in early November.

One bus service between Vancouver and Port Coquitlam and one
between Vancouver and Maple Ridge will be cancelled as a result.
These bus services and the other Coquitlam and Maple Ridge
services presently layover on Hornby Street at Helmcken Street.
BC Transit would prefer to layover the remaining services closer
to Burrard Station, along with other suburban services from south
of the Fraser River. This can be accommodated by extending the
existing bus stop on the east side of Burrard, north of Dunsmuir
and establishing a new bus stop on Hornby Street, north of
Georgia Street adjacent the Hong Kong Bank of Canada. This stop
would function as a holding position prior to buses proceeding to
the Burrard station area for pick up. At the same time, the
present layover on Hornby at Helmcken can be cancelled.

Staff support the recommendation of BC Transit to relocate the
bus layover as described and the associated bus stop changes.
