                              September 14, 1995

        A Regular Meeting of  the Vancouver Traffic Commission was  held on
   Thursday, September 14,  1995 at  approximately 7:30  p.m. in  Committee
   Room No. 1, Third Floor, City Hall.

   Power to Act

        On January 11, 1994, the Council, by the required majority, granted
   this  Commission Power to Act on all unanimous decisions.  All decisions
   of the Commission contained herein  were unanimous and, therefore, stand
   approved.



   Adoption of Minutes

        The minutes of the Vancouver Traffic Commission meeting of July 13,
   1995 were adopted as circulated.



   1.   Southwest Marine Drive Safety Issues

        The Commission had before it  an Administrative Report dated August
   28,  1995 (on file) in  which the General  Manager, Engineering Services
   recommended a number of  safety measures to address the  concerns raised
   by  residents of  Southwest  Marine  Drive,  and  to  propose  proactive
   measures to reduce impacts of traffic along

   Southwest Marine Drive between Cornish Street and 41st Avenue.

        As  delegation requests had been received on behalf of several area
   residents, the  Commission agreed to defer the  report for consideration
   at a  Special Council meeting  at a later  date after an  extensive area
   notification.

   RECOMMENDATIONS


   2.   Arbutus Street and 1st Avenue - Traffic Circle

        The Commission considered an Administrative Report dated August 16,
   1995  (on  file), in  which  the General  Manager,  Engineering Services
   presented  the results of a  public opinion survey  regarding a proposed
   traffic  circle  at  Arbutus Street  and  1st  Avenue.   Of  the surveys
   returned, 75% of the respondents favoured the traffic circle. 

        The installation  of the  permanent traffic circle  is recommended,
   noting  that discussions with residents  began prior to  the new Council
   policy  requiring property  owners  to be  responsible  for funding  the
   installation.  In this instance, the approximate costs of $6,400 will be
   funded from Streets Basic Capital.

        The following motions by  Cllr. Clarke were  put and CARRIED.   The
   Commission therefore

   RESOLVED

        A.   THAT a  permanent traffic circle  be installed at  Arbutus and
             1st Avenue, with funding of $6,400 from  Streets Basic Capital
             Unappropriated   Account   Number   13/32/9801/999   -   Other
             Improvements.

        B.   THAT  neighbourhood residents  be  requested  to adopt  circle
             landscaping;  and  the  Streets  annual  operating  budget  be
             increased by $100 to fund maintenance.

        C.   THAT if  the residents do not  agree to B, the  Streets annual
             operating budget be increased by $500 to fund maintenance.



   3.   Maple Crescent and Nanton Avenue - Traffic Circle

        The Commission considered an Administrative Report dated August 17,
   1995  (on  file), in  which  the General  Manager,  Engineering Services
   presented  the results of a  public opinion survey  regarding a proposed
   traffic circle  at Maple  Crescent and  Nanton Avenue.   Of the  surveys
   returned, all respondents favoured the traffic circle. 

        The installation  of the  permanent traffic circle  is recommended,
   noting  that discussions with residents  began prior to  the new Council
   policy  requiring property  owners  to be  responsible  for funding  the
   installation.  In this instance, the approximate costs of $6,000 will be
   funded from Streets Basic Capital.

        The following motions by Cllr. Chiavario were put and CARRIED.  The
   Commission therefore

   RESOLVED

        A.   THAT  a permanent  traffic  circle be  installed at  Maple and
             Nanton  Avenue,  with funding  of  $6,000  from Streets  Basic
             Capital Unappropriated Account  Number 13/32/9801/999 -  Other
             Improvements.

        B.   THAT  neighbourhood  residents  be requested  to  adopt circle

        item)



   4.   Other Business

   (a)  Traffic Safety - Queen Elizabeth School

        Cllr.  Chiavario advised she has been meeting with the Principal of
   Queen  Elizabeth School  on various  issues.   She will  discuss traffic
   safety issues with him and report back.

        Trustee  McRae  noted the  School  Board  had discussed  the  Queen
   Elizabeth School issues on September 12, 1995.  The school does not

   wish to undertake an adult crossing guard program.  Hopefully there will
   be increased police attention.




   (b)  Wedgewood Hotel

        Cllr.  Chiavario noted  in April  1995 correspondence  was received
   from the lawyer for the Wedgewood Hotel requesting a passenger zone.

        Mr.  Ian Adam,  Assistant City  Engineer, Transportation  Division,
   advised  the passenger  zone was provided  on a  trial basis.   Once the
   trial period analysis is known, the Commission will be advised.


   (c)  Signage - Queen Elizabeth Theatre

        Cllr.  Chiavario  noted she  had discussions  with the  Director of
   Civic  Theatres and others with respect to directional signage and asked
   if this should be considered by Vancouver Traffic Commission.

        Mr. Ian  Adam,  Assistant City  Engineer, Transportation  Division,
   indicated  some signage has  been undertaken  with respect  to community
   centres.  Civic Theatres may have been part of the proposal.

        He will advise Commission members.



               The meeting adjourned at approximately 8:00 p.m.
