SUBJECT: Approval of Form of Development: 800 Cassiar Street (a.k.a.
3400 Adanac Street) DA 216428 - CD-1 By-law Number 4940
Council will be considering approval of the form of development for this
site at the meeting of the Standing Committee on Planning and
Environment on July 27.
Background
At a Public Hearing on July 18, 1995 City Council supported a number of
relaxations to the CD-1 By-law for this site; designated the existing
building as a protected heritage site and approved alterations and
rehabilitation to the heritage building. Due to an oversight in the
preparation of that report a recommendation requesting that Council
approve the form of development was not included. The Vancouver Charter
requires that the form of development for a CD-1 zoned site be approved
by Council. This is also a condition for the issuance of the development
permit for the overall development of the site. Therefore, Council is
being requested to approve the form of development today in order to not
hold up the issuance of the development permit until September.
Site Description and Discussion
The site and surrounding zoning are shown in Appendix A.
The site is adjacent to the Adanac Co-op at 3550 Adanac Street both of
which are governed by CD-1 By-law No. 4940 approved in 1976. The
development proposed in DA 216428 involves the retention and
rehabilitation of the former Provincial Industrial Home for Girls into
12 dwelling units and development of 7 new buildings containing 76
dwelling units. Each of the new buildings is to be 3 storeys and one
level of underground parking is to be provided. The existing gymnasium
on the site is to be demolished and replaced by a new amenity building
for the adjacent Co-op on their site under a separate application
(DA217740).
Council has supported a floor space relaxation from 0.75 FSR to 1.1 FSR
(3,685 m2 /39,666 sq.ft.), relaxation of the number of buildings that
can have three storeys and the site coverage in return for the heritage
designation of the building. Rehabilitation of the heritage building has
been approved by Council.
Simplified plans, including a site plan and elevations of the proposal,
have been included as Appendix B.

Proposed Recommendation
Should Council support the proposed form of development the following is
recommended:
THAT the approved form of development for the CD-1 zoned site known
as 800 Cassiar Street (a.k.a. 3400 Adanac) be generally approved as
illustrated in Development Application Number 216428, prepared by
H. R. Hatch Architect Ltd. and stamped "Received, City Planning
Department July 14 1995", provided that the Director of Planning
may approve design changes which would not adversely affect either
the development character of this site or adjacent properties.
