   SUBJECT:  Development Permit Board Appointments


   RECOMMENDATION

        THAT Council approve the appointment of Tom Timm as an alternate to
        the  General Manager  of  Engineering Services  on the  Development
        Permit Board.


   COUNCIL POLICY

   The By-law creating the Development Permit Board provides that:

   " 7. Any  member of  the Board  with the approval  of Council  is hereby
        authorized to deputize a person to act on his behalf at any meeting
        of the Board."


   PURPOSE

   The purpose of  this report  is to recommend  Council's approval of  the
   appointment  of  an alternate  to  the  General Manager  of  Engineering
   Services on the Development Permit Board.


   BACKGROUND AND DISCUSSION

   The Development Permit Board has three regular members:  the Director of
   Planning,  the General Manager of Engineering Services, and the Director
   of Social Planning.   Each member  has an alternate  to cover off  those
   meetings which they are not able to attend.

   The  General Manager  of  Engineering  Services  has generally  had  two
   alternates.   The  first alternate  is the  Deputy City  Engineer.   The
   second  alternate was Peter Steblin, who recently left the City service.
   Tom  Timm  has had  significant  involvement in  the  development permit
   review process in  his previous role as  the Assistant City  Engineer in
   the Streets Division,  and has  also previously served  as an  alternate
   member of the Development Permit Board.   This report recommends that he
   be  appointed  as  the  second  alternate  to  the  General  Manager  of
   Engineering Services, to replace Peter Steblin in that role.
