SUBJECT:	Bingo at the Racetrack at Hastings Park

On October 3, 2000, you considered my report on the PRA Operating Agreement (`Revised Arrangements for the Pacific Racing Association for the Racetrack at Hastings Park'), and deferred it for several weeks to provide for better public input. Since then I have received the attached letter from Mr. Phil Heard, the General Manager of the PRA, withdrawing his request that `bingo hall' be a permissible use in the Operating Agreement.

Accordingly, in addition to Recommendation `A' in the report, I further RECOMMEND:

B. THAT `bingo hall' not be a permissible use in the Operating Agreement for the Pacific Racing Association for the Racetrack at Hastings Park.
