A Regular Meeting of the Council of the City of Vancouver was held on Tuesday, September 26, 2000, at 2:00 p.m., in the Council Chamber, Third Floor, City Hall.

PRESENTATIONS Files: 1251/4113

· Councillor Kennedy, presented to Council a Los Angeles street sign, which she received while acting in her capacity as Deputy Mayor, from the City of Los Angeles. Council requested that the City Engineer find an appropriate place to display the sign and suggested that the City reciprocate with a gift of a Vancouver street sign to Los Angeles, with an indication of the distance between the sister cities in kilometers (1600 kms.).

· Councillor Clarke provided a report and powerpoint presentation, on her visits in July 2000 to Amsterdam, The Netherlands and Frankfurt, Germany. While there, she saw their programs for drug addicts in operation and discussed drug strategies and their approaches with treatment professionals, poice and city council representatives. She filed a comprehensive report with Council (on file in the City Clerk's Office) which included her observations on various aspects of the programs and noted the differences in legal jurisdictions between the European cities and the overlapping jurisdictions of Vancouver, the Province of British Columbia and the Government of Canada.

1. Local Improvements by Initiative - November 21, 2000

A. THAT the projects listed in Appendix I to the Administrative Report dated September5, 2000, be advanced as Local Improvements on the Initiative and brought before a Court of Revision on November 21, 2000.

B. THAT the reports of the City Engineer and Director of Finance be adopted together with details of the Second Step Report as summarized in Appendix II to the Administrative Report dated September 5, 2000, and Council declare it is desirable that the projects set out in Appendix I of this report be undertaken and deems that each will specially benefit the real property abutting it.

C. THAT sidewalk projects Numbered 28 - 34 inclusive, as described in Appendix I, be designated as "pedestrian collector routes" so that the abutting residential property owners' rates are reduced by the required 25%.

THAT Council accept the low bid and best value units from Wheaton Pacific Pontiac Buick GMC Ltd. for seventeen GMC Model TF7B064 cab and chassis at a total cost of $1,238,076 plus the PST, the 7% GST (less any municipal rebate) and the Provincial Environmental Levy, subject to a contract satisfactory to the Director of Legal Services.

4. Cyclist Safety - Traffic Control Signals

THAT funds in the amount of $10,000, available from the Streets Basic Capital Unappropriated Account No. 30000130 - Bicycle Network, be approved as the City contribution to a project managed by the Transportation Association of Canada to develop guidelines for the design and operation of cyclist traffic control signals.

5. Public Art Allocations from 2000 Capital Plan

A. THAT Council approve $75,000 for the 2000 Community Public Art Program with specific projects and budgets reported back for Council's consideration at a later date, with source of funds to be the Public Art Unallocated Budget.

THAT Council approve grants up to a total of $10,000 for art construction materials for the Artist in Residence Program, with funds released to community centre associations identified in Appendix A to the Administrative Report dated September 14, 2000, on the authority of the Director, Office of Cultural Affairs, with source of funds to be the Public Art Unallocated budget.

MOTIONS

B. Motions on Notice

1. Take Back the Night March - September 16, 2000 File: 4201

At its meeting on September 12, 2000, the Chair recognized the Notice of Motion for the following Motion:

WHEREAS, in Canada a woman is raped every 17 minutes; and British Columbia currently experiences the highest reported rate in Canada of violence against women;

AND WHEREAS, Vancouver Rape Relief and Women's Shelter for sexually assaulted and battered women operates a 24-hour shelter and crises centre that serves up to 3000 Vancouver women a year;

AND WHEREAS, since 1993 Vancouver Rape Relief and Women's Shelter has organized an annual Take Back the Night march in downtown Vancouver with more than 2500 women expected to participate in this year's Take Back the Night on Sat., Sept. 16, 2000;

AND WHEREAS, Vancouver Rape Relief and Women's Shelter receives no funding from the City of Vancouver and relies wholly on community and provincial support;

AND WHEREAS, City of Vancouver permit fees related to conducting Take Back the Night present a considerable financial burden to Vancouver Rape Relief and Women's Shelter;

THEREFORE BE IT RESOLVED THAT, the City of Vancouver support Take Back the Night and back efforts to prevent violence to women by waiving all special event permit fees that may apply to Vancouver Rape Relief and Women's Shelter as sponsors of the Sept. 16, 2000 Take Back the Night.

Staff had been requested at that meeting to report back to the next regular meeting on the costs and implications of waiving all special event permit fees that may apply for this event.

Accordingly, before Council was a Memorandum, dated September 20, 2000, from Judy Rogers, City Manager, providing the requested information.

Councillor Louis requested that the Motion be withdrawn. Council unanimously agreed.

ENQUIRIES AND OTHER MATTERS

1. Clean Up: Graffiti and Posters File: 3501

Councillor Puil referred to the extensive graffiti along Dunbar Street, 6th avenue, Granville Street between the Burrard Bridge and 4th Avenue, and in other locations throughout the City. He referred to a report he had requested in November, 1999 and requested that the Administration provide it as soon as possible. Council agreed.

The Councillor also described the extensive postering of signs on utility poles along City streets. He referred to the bylaw that had been passed in Langley which authorized the fining of offenders. He asked if the removal of these posters and signs could be done by offenders who had been sentenced by the courts to perform community service. He asked that the Administration report back on these and other possible initiatives. Council agreed.

2. Coyote Problems File: 3507

Councillor Puil referred to the urgent need to deal with the growing coyote probem in theCity. He requested that the Mayor write a letter to the Minister of the Environment to express Council's concern and ask the Minister to initiate a program to control the coyote problem.

Councillor McCormick asked that the Minister also review the protocols of response to coyote sightings. Council agreed.

3. Green Streets Awards File: 5767

Councillor Clarke referred to the photographs of award winning gardens on display outside Council Chambers. On Council's behalf, she acknowledged the twenty-one winners of the City's Green Streets Awards who were honoured at an event held at the Coal Harbour Community Centre on September 24, 2000. She also recognized all the gardeners in the program who contributed to their neighbourhoods and community.

4. Street Artist File: 2630

Councillor Bass thanked staff who had helped to find Sam Logan, Gastown street artist, a suitable location for him to carry on his activities and advised that as a result of their efforts, Mr. Logan had ended his hunger strike.

5. Garbage Pick-up at Howe and Hornby Streets File: 3756

Councillor Price reported that he has received complaints from residents in this area who are subjected to the noise of garbage pick-up from dumpsters as early as 6 a.m. The area between Burrard - Granville - Helmeken - Robson Streets is now residential and should be subject to the same restrictions as other residential areas (i.e. no garbage pick-up prior to 7 a.m.). He asked that the Administration take the appropriate action to ensure this happens. Council agreed.

6. Labour Negotiations File: 1313

THAT if negotiations fail, CUPE 15 be allowed to present its final proposal to Council directly.
