RECOMMENDATION

POLICY

The policy of Council is to award contracts for the purchase of equipment, supplies and services that will give the highest values based on quality, service and price.

Contracts with a value over $300,000 are referred to Council.

DISCUSSION

Tenders for the above were opened on July 12, 2000 and referred to the General Manager of Engineering Services and the Manager - Materials Management for evaluation and report. The PST, the 7% GST (less any municipal rebate) and the Provincial Environmental Levy are in addition to all pricing shown in this report.

Funds for this purchase are provided from the Truck Plant Account. This tender called for prices for up to 20 chassis to be purchased at this time with a further purchase of up to 20units in another 18 months. Seventeen units are required at this time. These chassis are required to replace 17 rear loader garbage packers that are beyond their economic lives. The purchase of the packer bodies was previously approved by Council on July 4, 2000.

Four bids were received from three suppliers. Unit prices including front tire option, are $72,828, $100,878, $103,803 and $104,004.

Bid No. 1 from Wheaton Pacific Pontiac Buick GMC Ltd. at $72,828 meets all the required operational specifications with the exception of a few minor items. These deficiencies can be added by the City at an estimated cost of $2,000 per truck. The extra cost of Bid 2 over Bid 1 is $28,050 each and no further consideration of the higher bid is warranted.

Accordingly, we recommend acceptance of the low bid and best value units from Wheaton Pacific Pontiac Buick GMC Ltd. for seventeen GMC Model TF7B064 cab and chassis at a total cost of $1,238,076 ($72,603 each plus $225 each for front tires).
