Award of Tender No. 2000-09: Reconstruction of Asphalt Pavement and Related Street Repairs for Broadway - Lillooet Street to Boundary Road

COUNCIL POLICY

Construction Contracts over $200,000 are to be awarded by Council.

PURPOSE

The purpose of this report is to obtain Council approval to award Contract 2000-09: Reconstruction of Asphalt Pavement and Related Street Repairs for Broadway - Lillooet Street to Boundary Road, to Columbia Bitulithic Ltd., at a cost of $487,936.21.

BACKGROUND

With the formation of the regional transportation authority, TransLink, several arterial streets in the City of Vancouver have been designated as part of the regional Major Road Network (MRN). TransLink provides the City with funding to maintain these streets at a Pavement Quality Index (PQI) of greater than 5.5. The Pavement Quality index is a scale from 1 to 10 that measures the structure, surface condition and riding comfort of the roadway. For portions of MRN streets that are below a PQI of 5.5, the City has committed to upgrading these sections from the Streets Capital Budget.

For 2000, TransLink is providing the City with $1.79 million for the maintenance of MRN streets with a PQI greater than 5.5. Approved as part of the 2000 Streets Basic Capital Budget, $2 million has been allocated for the upgrade of MRN streets with a PQI below 5.5.

The portion of Broadway from Lillooet Street to Boundary Road ranges from a low PQI of 5.8 to a high of 6.7. Therefore, the cost to rehabilitate this pavement will be charged against the $1.79 million provided by TransLink.

DISCUSSION

Generally, local improvement work on neighbourhood streets is contracted to private companies, while arterial street construction is undertaken by City forces. In recent years, the number of local improvements have declined and subsequently, less work has been contracted out.

For 2000, City Forces will be working on several MRN projects including Clark Drive from Parker to 6th Avenue, Knight from King Edward to 33rd Avenue and from 43rd to 49th Avenues, Georgia Street from Homer to Nicola Streets, 10th Avenue from Alma to Blanca Streets, Marine Drive from Oak to Knight Streets, Boundary from Napier Street to 22nd Avenue, Nelson Street from Howe Street to the Cambie Bridge, Smithe Street from Howe Street to the Cambie Bridge, 1st Avenue from Nanaimo Street to Boundary Road and Broadway from Nanaimo to Lillooet Streets. In addition to the MRN projects, Crews will be paving 2nd Avenue from Main to Yukon Streets, Kent Avenue North from Cambie to Ash Streets and installing a left turn bay on Powell Street at Victoria Drive.

Given the quantity of work planned for City Crews in 2000, it is proposed to contract out a portion of this construction work.

CONSTRUCTION TENDERS

Tenders for Contract No. 2000-09 for Reconstruction of Asphalt Pavement and Related Street Repairs for Broadway - Lillooet Street to Boundary Road, were opened on Thursday, July 6, 2000 and referred to the General Manager of Engineering Services for tabulation. All tenders have been checked for completeness and accuracy and any miscalculations and omissions have been corrected. A tabulation of the total lump sum tender prices, including 7% GST, is shown below with the lowest tender underlined. The Engineer’s estimate for this contract is $475,000.

These bids are based on unit pricing of estimated quantities supplied by Engineering Services. The actual cost of this tender may vary according to quantities measured during construction. The final cost of the contract may vary as a result of any additions and deletions, and extra or “force account” work if necessary.

The tender submitted by the low bidder, Columbia Bitulithic Ltd., is in accordance with the specifications in the Tender documents. This company has several years experience in related construction work and their qualifications are considered adequate for this Contract.

FINANCIAL IMPLICATIONS

The work for this contract will be carried out as part of the City’s MRN reconstruction program with funding provided by TransLink.

CONCLUSION

The low bid submitted is within 10% of Staff’s estimate and the General Manager of Engineering Services recommends that Council authorize the award of Contract 2000-09: Reconstruction of Asphalt Pavement and Related Street Repairs for Boundary - Lillooet Street to Boundary Road to Columbia Bitulithic Limited.
