Appointment of City Treasurer, Collector and Deputy Positions

 

RECOMMENDATIONS

POLICY

Section 226 of the Vancouver Charter provides Council with the authority to appoint a person to the position of City Treasurer, and this person shall have the duties and responsibilities as set out in the Charter or in other legislation, in addition to other duties as assigned by Council.

Section 4 of the Vancouver Charter provides Council with the authority to appoint one or more persons to act as deputy.

PURPOSE

The purpose of this report is to seek Council approval for the appointment of finance staff to positions that have statutory duties and responsibilities related to the financial affairs of the City as set out in the Vancouver Charter or in other legislation.
BACKGROUND

On July 27 1999, Council approved a reorganization of the former Finance Department within the Corporate Services Group. This reorganization resulted in a realignment of several finance functions including custody of financial assets, investment and borrowing of funds, receipt & disbursement of funds, collection of revenues and management of the financial affairs of the City.

At the time the Finance Department was reorganized, several key management positions were vacant. As these positions have now been filled, it is appropriate now to update the appointments of the City Treasurer and Collector. In addition, it is appropriate to appoint back-up staff to deputy positions in order to maintain continuity of operations when the primary appointee is absent.

DISCUSSION

These appointments are made to fill the required statutory positions set out in the Vancouver Charter, City Bylaws and other appropriate legislation. These statutory positions will be filled without the need to hire additional staff. The working titles of the individuals appointed will not change.

CONCLUSION

The Vancouver Charter, City bylaws and other associated legislation that governs the conduct of the City's financial affairs require the appointment of several statutory and regulatory positions. With the reorganization of the finance group within Corporate Services, it is appropriate to ensure these responsibilities are appropriately assigned.
