A Regular Meeting of the Standing Committee of Council on Planning and Environment was held on Thursday, July 13, 2000, at 2:00 p.m., in Committee Room No. 1, Third Floor, City Hall.

ADOPTION OF MINUTES
The Minutes of the Standing Committee on Planning and Environment meeting of June 22, 2000, were adopted.
RECOMMENDATION
1. Relocation of Casino-Class 1 - 26 S.W. Marine Drive File: 2633-1
Grand Casino Equipment & Management Ltd.
This item was withdrawn and rescheduled for the July 27, 2000 meeting of Standing Committee on Planning and Environment.
2. 757 Richards Street - Home Investments Ltd. File: 2612-14
Class 'A' Lounge/Pub With Off Premise Sales
The Committee had before it an Administrative Report dated June 30, 2000, in which the Chief License Inspector requested Council endorse the application by Home Investments Ltd. for a Class 'A' Lounge/Pub with off premise sales and a 40-seat patio, to be located on private property at the Kingston Hotel, 757 Richards Street. The General Manager of Community Services recommended approval of the recommendations.
Paul Teichroeb, Chief License Inspector, reviewed the Report and responded to questions.
The following motion by Mayor Owen was put and carried. The Committee, therefore,
RECOMMENDED
THAT Council endorse the request by Home Investments Ltd., for a 145-seat Class `A' Lounge/Pub liquor license with off premise sales and 40-seat patio on private property, at the Kingston Hotel, 757 Richard Street, having considered the support of residents and business operators of the community and subject to:
i) The permanent cancellation of the existing Class `A' Pub license number 3242 held by Viva Enterprises Ltd.
ii) Time Limited Development Permit for the patio
iii) The signing of a Good Neighbour Agreement

iv) The hours of operation to remain at the current hours:
Monday to Saturday 11:00 a.m. until 1:00 a.m.
Sunday 11:00 a.m. until 12:00 midnight.
v) The patio closing at 11:00 p.m.

3. Granville Island Reference Document File: 8208
The Committee had before it an Administrative Report dated June 27, 2000, in which the Director of Current Planning, in consultation with the General Manager, Parks & Recreation, Director, Office of Cultural Affairs and General Manager, Engineering Services, recommends adoption of principles and objectives to guide preparation of amendments of the Reference Document for Granville Island. The General Manager of Community Services recommended approval of the recommendations.
Larry Beasley, Director of Current Planning, and Michael Gordon, Senior Planner, reviewed the report and responded to questions. Comments included:
· the process is being conducted in two stages to ensure the City and Granville Island (CMHC) agree on principles before detailed planning begins
· stakeholders are varied and have differing perspectives
· the False Creek basin will increase by 40% more people in the near future
· major issues include access and flow to and from the Island
· the Island should continue to be a destination point for Vancouver residents
· alternative means of access must be developed; however, cars must be included as a viable option
· federal government does not provide subsidies
· final document should be specific regarding uses to minimize controversy
· product balance must accommodate both local residents and tourists
· Ocean Cement intends to remain on the Island and provides an important service to Downtown Vancouver
· maritime services are to be maintained as an integral part of the Island mix

Mike Young, Manager, CMHC-Granville Island provided the following comments:
· paid parking is always available; free parking can be scarce at specific times
· Fisherman's Wharf, facing the Island, is not considered competition
· a Granville Island survey is being conducted
The following spoke in favour of the recommendation:
Bill McIntosh, The Milkman, Granville Island Public Market
Don Dickson, South China Seas, Granville Island Public Market
Speakers' comments included:
· cataloguing principles and objectives has been well done; however, hard work is yet to come
· Council can assist by framing paramount principles and priorities among range of interests to be balanced
· access and flow to and from the Island is more important than new development
· placing emphasis on developing in building spaces to generate new revenue will impair the overall experience of visitors to the Island
· 45% of Island revenue is from the public market
· the public market is having difficulty now and this concern should be dealt with sooner rather than later
· there has been a loss of customer base due to lack of parking
· signage directing customers to parking needs to be improved
· free parking would be beneficial and increased market revenue to CMHC would compensate for the decrease in parking revenue
· in order to maintain financial viability, some merchants are reluctantly finding ways to sell to tourists; if this continues the market will spiral downwards
· a survey should be conducted focussing specifically on the public market
In response to a question, Mr. Gordon advised that the Vancouver City Planning Commission will be part of the discussion to review principles and objectives prior to the second report to Council.

The following motion by Councillor Louis was put and carried. The Committee, therefore,
RECOMMENDED
THAT the Principles and Objectives, attached as Appendix A to Policy Report dated, June 27, 2000, be used to guide the preparation of detailed amendments of the Reference Document for Granville Island during phase two of the Granville Island Planning Review and acknowledging there should be further input on the principles by the Vancouver City Planning Commission in the Fall of 2000.
FURTHER THAT the fifth objective under the Principle "Ensure a Broad Means of Access" of the Policy Report dated June 27, 2000 be amended to read:
To maintain parking for motor vehicles on Granville Island, accompanied by an increase in the proportion of visitors arriving by means other than the private automobile.
