1. Bus Impact Task Force Findings/Recommendations File: 3150/RTS: 1606

Ray Segat, Chair, Bus Impact Task Force, provided a PowerPoint presentation the main findings and recommendations of the Bus Impact Task Force, which was created by Council on January 12, 1999.

Council thanked the following members of the Task Force for their comprehensive report which will provide a base of information on the complex issues of bus impacts in the city.

Enforcement Program Recommendations

A. THAT Council direct Parking Enforcement staff to examine their hours of operation to ensure they can adequately cover enforcement of existing commercial coach by-laws with respect to idling buses, and policing of loading and unloading zones for non-designated vehicles.

B. THAT Council request the Vancouver Richmond Health Board to examine the Noise By-law to more specifically address the issues of idling buses in the early morning hours.

C. THAT Council request the Vancouver Richmond Health Board, together with appropriate City staff, to meet with the Downtown Vancouver Hotel Association to discuss the issue of idling buses and back up beepers to determine if procedures can be changed regarding these issues.

D. THAT Council direct staff to examine progressive intervention for continued by-law non-compliance for private operators.

Communication with Convention Facilities & Downtown Hotel Associations Recommendations
E. THAT Council request the Hotel Association to encourage hotels with greater than 200 rooms to have a bus management plan and staff on duty to assist in managing busing activities (6:00-22:00 hrs).

F. THAT Council request the Hotel Association work with City staff to undertake to educate bell and security hotel staff on the tour bus operator guidelines and the impacts commercial motor coaches have on surrounding residential areas.

Encouraging Improved Technology Recommendations
G. THAT Council request both TransLink and motorcoach carriers work with suppliers to provide significantly quieter and lower emission buses.

H. THAT Council request the BC Trucking Association to encourage industry partners to consider alternative-fuel vehicles where they might be economically feasible.

I. THAT Council recognize TransLink's proposed replacement of the existing aging trolley fleet, and recommend expanded trolley services where feasible.

Route Network Recommendations
J. THAT Council request greater communication between the Motor Carrier Commission and municipalities on motor coach routes within the GVRD.

K. THAT Council request Downtown Transportation Plan staff to create a motor coach network in the Downtown that would include truck routes and major arterials as outlined in the City of Vancouver's Transportation Plan, in consultation with the motor carrier industry, residents, downtown hotels, and the Hotel Association;

FURTHER THAT City staff examine options for bus staging areas for large regional attractions in Downtown Vancouver.

L. THAT Council request street construction crews and the City's Film and Special Events staff notify tour and motor coach companies in advance if there are disruptions on motor coach routes.

Urban Design Recommendations

M. THAT Council request staff to report back on existing standards for mitigation of street noise and what improvements can be done in the permit approval process to develop standards for mitigation of street noise when approving buildings next to bus and motor coach routes.

N. THAT Council direct staff, when considering zoning or rezoning applications and/or building permit approvals, to consider the character of the area and the extent to which new development will attract commercial vehicles;

FURTHER THAT staff develop and enforce a development criteria to ensure that hotels or hotels undergoing renovations have adequate parking, stopping, loading and unloading provisions for buses.

Parks Recommendations

O. THAT Council encourage the Park Board and Corporate Services Staff to develop environmentally friendly bus parking plans for parks (especially Queen Elizabeth, Vanier and Stanley Park), to allow for:

· Ease of operation for bus movement
· Safe unloading of passengers
· Reduced conflict with other forms of traffic
· Facility size and turning radii;

FURTHER THAT the Park Board and Police be requested to enforce a three minute idling by-law for motor coaches;

AND FURTHER THAT Council request the Park Board to review motor coach access to parking on scheduled time basis for tour operators to avoid congestion, in consultation with tour operators.

P. THAT Council endorse the establishment of a working group on a site-specific basis for bus and motorcoach impacts. This action-oriented group would:

1. Expeditiously address location specific issues such as noise, emissions, parking, loading/unloading, traffic congestion and safety;

2. Be coordinated by City staff and comprise of representatives from the Park Board, Vancouver Richmond Health Board, Coast Mountain Bus Company, Motor Carrier Commission, tourism, motor coach, taxi, hotel and retail industries. Participation of individual groups will be as required and where appropriate;

3. Provide mechanisms for input and participation from affected communities and the general public.

Council pointed out the following correction to the address for Louis Brier listed in Appendix A to the Policy Report: 1055 West 41st Avenue, not 1055 West 1st.

A. THAT Council instruct staff to undertake public consultation and report back regarding:

(i) the proposed amendments to the definition of Congregate Housing, as shown in Appendix B to the Policy Report dated June 28, 2000, which require common areas, support services, and design to accommodate seniors as they age;
(ii) the proposed amendments to the Parking By-law, as shown in Appendix C to the Policy Report dated June 28, 2000, to provide a parking standard based on unit size;
(iii) the proposed draft guidelines, as shown in Appendix D to the Policy Report dated June 28, 2000, which identify City expectations regarding design and function for all congregate housing proposals, both market and non-market; and
(iv) the proposed prohibition of lot consolidations for congregate housingin single family areas.

B. THAT Council instruct the City Building Inspector to undertake additional work with respect to life-safety features for congregate housing and report back on changes to the Vancouver Building By-law.

C. THAT the Mayor, on behalf of Council, write the Ministers responsible for health and housing, urging the Province to:

· explore an expansion of SAFER or other funding supports which would make congregate housing an affordable option for middle- and lower-income seniors;
· pursue consumer protection initiatives;
· explore amendments to the B.C. Building Code to provide enhanced life-safety features in this residential use; and
· provide an administrative framework for regulating and monitoring this use.

1. Closing Portion of the Lane north of East 51st Avenue, east of Lancaster Street adjacent to 3015 East 51st Avenue File: 5753

THAT WHEREAS:

1. The City of Vancouver is the owner of all the streets and lanes lying within the limits of the City of Vancouver;

2. There is a proposal to redevelop Lot 2, Block 3, South East 1/4 of District Lot337, Plan 9069;

3. The proposed development requires the closure of a portion of the south side of the lane, north of East 51st Avenue, east of Lancaster Street;

4. The North 10 feet of Lot 33 Centre 10 Acres of the East ½ of the South East 1/4 of District Lot 337, Plan 3228, have been established for lane purposes under Filing 39000;

5. The said North 10 feet of Lot 33 are no longer required by the City for lane purposes.

THEREFORE BE IT RESOLVED THAT the North 10 feet of Lot 33, Centre 10 Acres of the East ½ of the South East 1/4 of District Lot 337, Plan 3228, now lane, be closed, stopped-up and conveyed to the abutting owner;

BE IT FURTHER RESOLVED THAT the said portions of lane so closed be consolidated with the abutting Lot 2, Block 3, South East 1/4 of District Lot 337, Plan 9069.

B. Motions on Notice

1. Employment Insurance File: 111

At its meeting on July 4, 2000, Vancouver City Council resolved that the following motion be postponed to the next Regular Council meeting, to allow more time for further information to be sought with respect to points 1 and 2 of the resolution. Therefore, the motion was resubmitted for consideration.

WHEREAS, the 2000 Federal Budget did little to right the draconian measures in the new Employment Insurance (EI) Act;

AND WHEREAS, the current Act has lead to:
1. Less than 36 percent of claimants qualifying for benefits;
2. A reduction in benefits for those who do not qualify;
3. The institution of severe penalties for incorrectly filing complicated claim forms;
4. The Federal Government withdrawing its one third share of funding the Fund;

AND WHEREAS, these changes have resulted in an accumulation of a $27 billion surplus over the past four years;

AND WHEREAS, the said surplus is now being used to finance other government initiatives;

AND WHEREAS, according to Stats-Canada the estimated loss in benefits since 1989 for Vancouver amounts to $112.6 million;

AND WHEREAS, Employment Insurance is financed by employee/employer premiums for the explicit purpose of providing wage replacement "insurance" for unemployed Canadians;

THEREFORE, BE IT RESOLVED THAT Vancouver City Council demands that the Federal Government:

1. Implement changes to the EI Act that would allow for at least 70 percent of unemployed Canadians to be eligible for benefits;
2. That the minimum benefits paid be no less than 60 percent of earnings, with no clawbacks or penalties for repeated layoffs;
3. That the Federal Government institute an "arms length" commission to administer the EI Fund;
4. That the Fund be used for the explicit purpose of supporting unemployed workers.

ENQUIRIES AND OTHER MATTERS

1. GVRD Solid Waste Committee Meeting File: 3206

Councillor Kennedy provided a brief report of a meeting she attended at the Vancouver Landfill site as part of a GVRD Solid Waste Commitee meeting. She complimented Engineering Services staff on doing an excellent job in explaining the function and purpose of the site.

2. Noise Concerns - Licensed Premises File: 2611/3755

Councillor Kennedy advised of letters she has received on noise concerns related to licensed premises such as lounges, nighclubs, and in particular, continued noise concerns regarding the Voda. Councillor Kennedy requested the City Manager to provide information on what processes the City has in place to deal with such concerns.

The Mayor so directed.

3. Leave of Absence - Councillor Clarke File: 1254

5. Wall Street Community Policing Centre - Harrassment Complaints

Councillor Louis advised of complaints he has received of volunteers working at the Wall Street Community Policing Centre harrassing a number of women working the streets. Councillor Louis requested a memorandum providing information on what extend and why the Vancouver Police Department is facilitating the Wall Street Policing Centre' volunteers in their program of harrassing the women working the street and to what extent police vehicles are being used.

The Mayor and City Manager agreed to supply the requested information.

The Council recessed at 5:00 p.m. and reconvened
