Supply of Mobile Street Sweepers

 

RECOMMENDATION

POLICY

The policy of Council is to award contracts for the purchase of equipment, supplies and services that will give the highest values based on quality, service and price.

Contracts with a value over $300,000 are referred to Council.

DISCUSSION

Tenders for the above were opened on June 7, 2000 and referred to the General Manager of Engineering Services and the Manager - Materials Management for report. The PST, the 7% GST (less any municipal rebate received) and the Provincial Environmental Levy are in addition to all pricing shown in this report.

Funds for this purchase are provided from the Truck Plant Account. This tender called for prices for two mobile vacuum street sweepers. These units are required to replace two sweepers that are beyond their economic lives.

Four bids were received from three suppliers. Unit prices range from $189,000 to $224,988.

Bid 1 from Superior City Services does not meet specification because

Bid 2 from Williams Machinery (Johnston Model 605) and Bid 3 from Vimar Machinery do not meet specifications because neither machine offers simultaneous left and right side sweeping as specified

Bid 4 from Williams Machinery (Johnston Model 610) meets all specifications, is acceptable and is recommended.

Accordingly, we recommend acceptance of the low bid meeting specifications from Williams Machinery for two Johnston model 610 vacuum sweepers at a total cost of $451,090 ($224,988 each plus $286 for one spare main broom plus $828 for two sets of spare gutter brooms).
