SUBJECT:	Award of Tender No. PS99055 Supply and Delivery of Rear Loader Packer Bodies

RECOMMENDATION

THAT Council accept Bid No. 1, the low bid from Trican Machinery Ltd. for seventeen Chagnon model CRE25 rear loader packer bodies at a total cost of $727,821, plus the PST, the 7% GST (less any municipal rebate received) and the Provincial Environmental Levy, subject to a contract satisfactory to the Director of Legal Services.

POLICY

The policy of Council is to award contracts for the purchase of equipment, supplies and services that will give the highest values based on quality, service and price.

Contracts with a value over $300,000 are referred to Council.

DISCUSSION

Tenders for the above were opened on December 15, 1999 and referred to the General Manager of Engineering Services and the Manager of Materials Management for report. The PST, 7% GST (less any municipal rebate received) and the Provincial Environmental Levy are in addition to all pricing shown in this report and in the tabulation.

Funds for this purchase are provided from the Truck Plant Account.

This tender called for prices for truck chassis and refuse bodies. This report deals only with Item 2, Supply and Installation of Rear Loader Refuse Bodies. Item 1, truck chassis, will be retendered and reported on at a later date as the specifications have been changed to better meet operating requirements.

Seventeen units are required to replace seventeen old units which have exceeded their economic lives. Five bids were received from four suppliers. Unit prices range from $53,430 each to $64,865 each.

Bid No. 1 from Trican Machinery meets specifications, is acceptable and is recommended.

Accordingly, we recommend acceptance of the low bid, Bid No. 1, from Trican Machinery Ltd. for 17 Chagnon model CRE25 Rear Loader Packer Bodies at a total cost of $727,821 ($53,430 each less $10,617 for transmission mounted PTO).
