RECOMMENDATION

COUNCIL POLICY

The policy of Council is to award contracts for the purchase of equipment, supplies and services that will give the highest value based on quality, service and price.

Contracts with a value over $300,000 are referred to Council.

DISCUSSION

Tenders for the above were opened on December 8, 1999 and referred to the General Manager of Engineering Services and the Manager - Materials Management for report. The Provincial Sales Tax, the 7% Goods and Services Tax (less any municipal rebate received) and the Provincial Environmental Levy are in addition to all pricing shown in this report. Funds are provided from the Truck Plant Account.

This tender requested prices for twelve (12) conventional crew cab chassis with various options with provision to purchase up to twelve (12) additional units within eighteen (18) months from date of purchase order. Fourteen (14) units (twelve (12) units for City’s Streets Operations and two (2) units for Equipment Services) are required at this time, to replace fourteen (14) trucks that have reached the end of their economic service life.

Six bids received from five suppliers with total prices for fourteen units including optional equipment ranging from $718,060 to $891,950.

The low bid from Metro Motors Ltd. does not meet the required rear axle specification as it offered 17,500 lb. instead of our requirement of 19,000 lb. minimum. In addition, the offered engine can not accommodate the required optional front mount power take-off and therefore, is not recommended.

The second low bid from Dams Ford Lincoln Sales Ltd., alternate bid no. 1, also does not meet the rear axle specification for the same reason as above and is not recommended.

The third low bid from Dams Ford Lincoln Sales Ltd., alternate bid no. 2, meets all specifications and is acceptable.

We are, therefore, recommending acceptance of the low bid meeting specifications from Dams Ford Lincoln Sales Ltd., alternate bid no. 2, for the supply of fourteen (14) Ford F750 XL conventional crew cab chassis with ISB 205 hp engine and Fuller 6 speed FS5306A transmission, at a total cost of $756,991.
