Appointment of Chief Licence Inspector/Director of Licences and Inspections, and Deputy Chief Licence Inspector/Deputy Director of Licences and Inspections

A. THAT Council appoint Kathryn Holm as Chief Licence Inspector and Director of Licences and Inspections, effective immediately.

B. THAT Council appoint Tom Hamilton as Deputy Chief Licence Inspector and a Deputy Director of Licences and Inspections, effective Immediately.

C. THAT Council appoint Sarah Hicks as a second Deputy Director of Licences and Inspections, effective immediately.

 

Designation of Additional City Land Assets to the Housing Agency

 

Verbal Briefing: BC Hydro Downtown Substation Concept – Update on Proposed Transaction

A. THAT, due to the limited public engagement and concerns related to noise, park, transportation and utility impacts, electromagnetic field, financial due diligence, and the limited timeframe to complete the transactions required by BC Hydro, City Council not approve BC Hydro's current SEED proposal before the end of March 2017.

B. THAT City Council direct City staff to work with the Park Board to conduct public consultation on the SEED proposal this spring, and undertake additional due diligence on the aforementioned concerns.

C. THAT City Council direct staff to bring forward a recommendation for Council’s consideration on the SEED proposal, and this recommendation must be informed by the Park Board, for public decision by August 3, 2017.

D. THAT City Council direct staff to continue to pursue negotiations and due diligence on the SEED proposal with BC Hydro.

E. THAT City Council direct the City Manager to notify BC Hydro and the Park Board of this decision.
