RECOMMENDATION

GENERAL MANAGER'S COMMENTS

The General Manager of Vancouver Fire and Rescue Services RECOMMEND approval of the foregoing.

COUNCIL POLICY

PURPOSE

The purpose of this report is to request Council's approval to award the contract for architectural services for the reconstruction of Firehall Number 15 to Hughes Condon Marler Architects up to the Building Permit stage.

BACKGROUND

The 2003-2005 Capital Plan included $300,000 for the design of a replacement Firehall Number 15, a two-bay, 92-year-old hall, located at 3003 East 22nd Avenue.

DISCUSSION

Proposals

From an open expression of interest call eight (8) proposals were received from architects for the design of replacement Firehall Number 15.

On the basis of submissions the following four firms were shortlisted and interviewed by a committee with representatives from Vancouver Fire and Rescue Services and Facility Design and Management:

Based on the interviews and proposal submission the committee concluded that Hughes Condon Marler Architects be selected.

The recommended architect was subsequently requested to submit a fee proposal for architectural and engineering basic services (structural, mechanical, electrical and landscaping). Other services, such as rezoning, programming and cost estimating would be treated as additional services. On the basis of estimated construction cost of $3.5 million the following estimate of fees and disbursements for design only were proposed:

The contract fees for design only will be based on the final approved construction budgets within the approved level of funding.

When and if funding is approved for the reconstruction of Firehall Number 15 Architect and Consultants fees will need to be increased for Contract Administration and field services.

Other consultants (cost, surveying, building envelope, acoustic and testing) will be hired directly by the City.

Funding for these contracts is available in the Firehall Replacement Program capital accounts. All firms submitting proposals have been advised of the above recommendation.

FINANCIAL IMPLICATIONS

Funding for the design phase Architect and Consultant contracts is from the 2003-2005 Basic Capital Budget for Firehall Replacements; $50,000 was allocated in 2004 and the remaining $250,000 is included in the 2005 Basic Capital submission.

Funding for Construction of the proposed Replacement Firehall and funding for consultant fees related to the construction phase will be part of the 2006-2008 Capital Plan submission.
