The Supply and Delivery of Dump Bodies

 

RECOMMENDATION

POLICY

The policy of Council is to award contracts for the purchase of equipment, supplies and services that will give the highest values based on quality, service and price.

Contracts with a value over $300,000 are referred to Council.

DISCUSSION

Tenders for the above were opened on July 17, 2002 and referred to the General Manager of Engineering Services and the Manager - Materials Management for report. The PST, the 7% GST (less any municipal rebate received) and the Provincial Environmental Levy are in addition to all pricing shown in this report.

This tender was advertised in a local newspaper as well as on the internet.

The bid prices shown below in the two tables denote the unit base prices plus options with comparable equipment (if and where available).

This tender consisted of two items. Item 1 requested prices for twenty-five (25) dump bodies mounted on City supplied chassis and Item 2 requested prices for two (2) pony trailers.

Item 1 was divided into two (2) categories, Option "A" and Option "B". For Option "A", six bids were received with unit prices including the optional pony trailer towing kit and the on-board truck load measurement system ranging from $23,951 to $41,842. Option "B" was comprised of the on-board truck load measurement system with unit prices ranging from $23,353 to $40,814.

Bid 1 from Eagle Trailers meets specifications, is acceptable and recommended.

Six bids were received from Item 2 with unit prices including the optional on-board measurement system ranging from $26,269 to $38,324.

Bid 1 from Eagle Trailers Inc. meets specifications, is acceptable and recommended.

FINANCIAL IMPLICATIONS

Twenty-five (25) dump truck bodies are scheduled to be replaced in 2002 and are included in the 2001-2002 Truck and Equipment Plant Replacement Program as they have reached the end of their planned economic lives. The budgeted dump body costs, excluding taxes, was $750,000. The total purchase price is $586,815 for Item 1 and $52,538 for Item 2 for a total of $639,353. Funding for the purchase of these units are provided from the Truck and Equipment Plant Account.

CONCLUSION

Accordingly, we recommend acceptance of the low bid meeting specifications and offering best value for Item 1 from Eagle Trailers Inc. for twenty-five (25) EDB-100 dump truck bodies at a total cost of $586,803 ($18,823 each, complete with options `A' for five (5) units at $5127 each: pony trailer towing kit, and on-board truck load measurement system, and twenty (20) units of option `B' at $4529: on-board truck load measurement system).

We also recommend acceptance of the low bid meeting specifications for Item 2 from Eagle Trailers Inc. for two (2) EPT 2A pony trailers at a total cost of $52,538 ($ 23,580 each, plus $2689 each for on-board trailer load measurement system).
