Award of Tender PS02029 - Supply and Delivery of Wildlands 4 x 4

 

RECOMMENDATION

POLICY

The policy of Council is to award contracts for the purchase of equipment, supplies and services that will give the highest values based on quality, service and price.

Contract with a value over $300,000.00 are referred to Council.

BACKGROUND

On May 14, 2002, Council approved the addition of two Wildlands fire apparatus to the Fire equipment inventory at a cost estimated to be $356,000.00. This equipment will be utilized to provide suppression capabilities in areas of the City not accessible to regular fire apparatus (Stanley Park, Pacific Spirit Park, Everett Crowley Park).

DISCUSSION

Tenders for the above were opened on June 19, 2002 and referred to the General Managers of Fire and Rescue Services, Engineering and the Manager of Materials Management for report. The PST, the 7% GST (less any municipal rebate received) and the Provincial Environmental Levy are in addition to all pricing shown in this report. This tender was advertised in a local newspaper as well as on the Internet.

This tender called for unit prices for one and two (2) Wildlands 4 x 4 firefighting trucks with various options. These two units will be additional to the fleet.

Seven bids were received from five (5) companies with unit prices ranging from $156,075.89 to $196,000.00.

ProFire Emergency Equipment submitted the two lowest bids:

· Bid #1 is for two (2) identical units.
· Bid # 2 has one unit currently in production and offers a quicker delivery time. Due to the urgent need of these units, we are recommending purchasing two (2) units from ProFire; one Bid #1 and One Bid #2.
· Both units meet specifications, are acceptable and recommended.

FINANCIAL IMPLICATION

There will be a one time charge to the Truck Plant Account of $316,870.00 plus taxes, which will be financed through the rental rates.

CONCLUSION

Accordingly, we recommend acceptance of the low bid meeting specification and offering best value from ProFire Emergency Equipment for one (1) Superior Jack Rabbit, 2002 Ford F550 XLT and one (1) Superior Jack Rabbit Ford F550XL Wildlands 4 x 4 firefighting trucks at a total cost of $316,870.00 plus taxes.
