RECOMMENDATION

GENERAL MANAGER'S COMMENTS

The General Manager of Engineering Services RECOMMENDS approval of the foregoing.

COUNCIL POLICY

Construction contracts more than $300,000 are to be awarded by Council.

PURPOSE

This report seeks authorization to award construction contracts for Piling and Earthworks for the New Chess Street Yard.

BACKGROUND

· Development of the New Chess Works Yard is part of the 2000 - 2002 Capital Plan.
· On July 31, 2001, Council approved awarding the design and construction management contract for the yard to Omicron Consulting Group.
· On November 20, 2001, Council approved implementing LEEDTM sustainable practices into the two main buildings in the yard.
· Construction management is being used for the works yard development which involves sequential tendering for the main building components.

DISCUSSION

This report recommends approval of Piling and Earthworks contracts. The first of a number of construction contracts for the new works yard. From a public invitation for expression of interest for prequalifications, five contractors were prequalified for Piling and eight contractors were prequalified for Earthworks. The following complete tenders were received (including GST):

The engineer's estimate for this work is $903,741. The low bid is below the engineer's estimate and fits within the overall budget for the project. On the basis of best value, it is recommended that the Piling contract be awarded to Griffiths Pile Driving Inc., the lowbidder, in the amount of $855,741.00 including GST.

The engineer's estimate for this work is $1,705,958. The low bid is below the engineer's estimate and fits within the overall budget for the project. On the basis of best value, it is recommended that the Earthworks contract be awarded to Con West Contracting Ltd., the low bidder, in the amount of $1,344,376.30 including GST.

All tenderers have been notified of these recommendations.

FINANCIAL IMPLICATIONS

The overall budget approved for this project is $21.884 million. When last reported to Council, there was a funding shortfall of approximately $800,000. These tenders are below estimate and are helpful in making up the shortfall. Through the balance of the tendering, adjustments will be made to address this shortfall. Funding for the project is approved in the 2000 - 2002 Capital Plan and Capital Financing Fund Loans. Funding for these tenders which totals $2,200,117.30 is available in Yards Basic Capital account no. 30003133.

SUSTAINABILITY

Contracts covered by these tenders incorporate a number of sustainable features. The steel piles will contain 80% recycled material and the piles will be filled with concrete containing 60% flyash. Typical flyash content is in the 15 to 25% range due to restraints on cure times. In this case, because the cure time in the concrete piles is not critical, the percentage of flyash can be maximized.

The Earthwork contract includes construction of a sediment pond to control stormwater runoff from the site during construction. A truck wheel wash will also be put in place to control material tracked out onto the street. Earth excavated from the site will be used as fill material on the boulevard and industrial sites to keep it from being dumped into a landfill. Asphalt grindings from city streets will be used in place of importing gravels for the site.
