2001 Capital Grants

This memo summarises the capital grant budgets and provides financial context for two companion reports (Items 3 and 4) dealing with:

BACKGROUND

The Capital Grant Program provides financial support to non-profit social service and cultural organizations for facility purchase, renovation and refurbishment of facilities not owned by the City.

Council approved an allocation of $500,000 for Capital Grants in the 2000-2001 Capital Plan. Grants are allocated over the three years of the Plan. Generally, the City's annual capital grant budget is between $150,000 and $200,000 and grants ranging from $500 through $100,000 are awarded to eligible projects by non-profit social service, childcare and cultural organizations. Report 1 of 2 presents allocation recommendations for 2001 capital grants.

The scope and scale of the Capital Grants Program is unable to address larger requests for major capital projects. Such projects have in the past been presented for Council's consideration on a case by case basis. The companion report (Report 2 of 2) addresses such a request from the Dance Foundation.

FINANCIAL IMPLICATIONS

Capital grant budget ceilings and allocations made in 2000, proposed for 2001 in the companion report (Report 1 of 2) , and anticipated in 2002, are as follows:

If Council choses to make a further capital grant to the Dance Foundation, it may wish to limit the request to the $63,820 in unallocated funds from 2000 and 2001, or if Council chooses to support the full request for $100,000, approve an allocation of $36,180 in advance of the 2002 capital grants budget, leaving a balance of $163,820.
